This week was marked by several significant occasions.
Permanent peace for Donbas is the only way for constructing effective and efficient negotiations in the framework of the “Minsk format”. In this case, the open-ended ceasefire came into force on 27 July may be a start, which allows sides of the conflict to remove weapons and implement taken obligations.
However, the last actions and statements by representatives of Ukraine cause specific wariness and concern about so-called “viability” of the previously signed agreements. Particularly, 4 cases of the prohibition of the open-ended ceasefire by the Ukrainian side were fixed by the Joint Center for Control and Coordination. Shelling was fixed in such built-up areas as: Gorlovka, Zaytsevo, Dolomitnoe and Novolaspa.
Statements of the new Head of the Ukrainian delegation in the Contact Group Leonid Kravchuk also cause wariness, who declared that there is the absence of paragraph of the Donbas special status in the “Minsk agreements”. Such declarations may call into question the armistice achieved at great cost. Lives and health of people in Donbas should be a central value not only in the policy of the DPR, but also in actions of Ukraine, declaring of own intention to end the war.
The significance of implementation of the permanent peace in Donbas is determined by the difficult worldwide situation, connected with the pandemic of coronavirus COVID-19. The UN Security Council resolution to end all wars in the world for a period of 90 days was accepted unanimously more recently and highlights the seriousness of the problem, outgoing from the new infectious decease. The Republic implements a tough, but necessary policy of the restrictive measures, aimed at the retention of spreading the decease. Since the beginning of the pandemic to the present day 1914 registered and confirmed cases of COVID-19 were documented in the Republic. 943 patients are in treatment, 111 cases are fatal.
The DPR continues the development and improvement of the agro-industry despite the pandemic. Thus, the harvesting campaign of early grains and pulses is almost finished. Agrarians of the Republic as at 3 August processed about 83% of the planned acreage, which is more than 127,7 thousands of hectares, thereby fully ensuring the population with food.
The Ombudsman continues attentively to explore and monitor the current situation in the Republic, also call citizens for being careful and follow the essential sanitary-epidemiological norms.
Since the beginning of 2020, the Ombudsman received 3,569 complaints.
All received complaints can be divided into nine categories: personal rights – 1662 complaints, economic rights – 119 complaints, social rights – 470 complaints; guarantees of human rights in civil, administrative and criminal proceedings – 305 complaints; enforcement of human rights in penitentiary institutions – 87 complaints; enforcement of rights in the field of education – 7 complaints; enforcement of rights in the field of healthcare – 95 complaints; enforcement of rights of mothers, children and families – 28 complaints, issues connected with the political and military situation in DPR – 836 complaints.
- Death toll, injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic
The DPR Ombudsman’s Office documents cases of violations of Donbas citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.
Within the period between 1 and 7 August 2020 no injuries were fixed in the territory of the Republic.
Within the period between 1 January and 7 August 2020, 76 people, including 45 DPR servicemen and 31 civilians (including 6 child and 11 women) sustained injuries and traumas of varying severities as a result of armed aggression by Ukraine.
Within the period between 1 and 7 August 2020, no deaths were documented in the Donetsk People’s Republic.
Within the period between 1 January and 7 August 2020, 27 DPR servicemen and 5 civilians died as a result of armed aggression by Ukraine.
To be specific, since the beginning of the armed conflict 4,932 people died, including 81 children.
Officially confirmed information on individuals who have been wounded since the beginning of the conflict continues to be reported to the Ombudsman’s Office in DPR.
- Register of the prisoners of war, missing soldiers andcivilians
Based on the updated figures as of 7th August 2020, there are 105 people detained by the Ukrainian side. 362 people are considered missing.
- Register of displaced persons and affected citizens
At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, social housing objects (dormitories, preventative clinics, health care centers).
With the coming into force of the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, Territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
There are currently 921 accommodation places in the Donetsk People’s Republic available for citizens of this category. 64 social housing objects have been opened in the territory of DPR. 55 of them operate, 9 of them are held in reserve. Since the beginning of the conflict, 6,987 people, including 1,590 children have been registered as persons affected as a result of the conflict. Currently, 2,095 people live in social housing objects of the Donetsk People’s Republic, including 373 underage children, 4,892 people live in the housing fund, including 1,217 children.
