The Ukrainian side uses documents of people in custody to obtain electronic passes. There are cases when a person was officially considered missing, but his documents were used to get to the territory of the Donetsk People’s Republic and the Lugansk People’s Republic. Taking into account the increasing number of sabotage in the Republics, the purpose of these frauds is clear.
