Annual Report of the Human Rights Ombudsman in the Donetsk People’s Republic 2020

The Human Rights Ombudsman Office in the Donetsk People’s Republic presented its fourth Annual Report on the activities of the Human Rights Ombudsman during 2020.

It has been prepared pursuant to paragraph 1, Article 19 of the Law of the Donetsk People’s Republic of 3 April 2015, No. 30-INS on the Human Rights Ombudsman in the Donetsk People’s Republic. It provides assessment, conclusions and proposals based on the analysis of information received through a personal reception of citizens, written and oral complaints.

In the Report, the Ombudsman gives assessment to human rights situation in the Donetsk People’s Republic with the view to make this information accessible to citizens of the Republic, state officials and representatives of human rights organizations. It was also designed to highlight the pressing problems in human rights, to promote their observance and protection.

The presented results of Ombudsman’s activities were made possible through close cooperation with public authorities, administrations of cities and regions, civil society organizations, and dialogue with the judiciary.

The Annual Report of the Human Rights Ombudsman in the Donetsk People’s Republic has been prepared pursuant to Article 19 of the Law of the Donetsk People’s Republic of 3 April 2015, No. 30-INS on the Human Rights Ombudsman in the Donetsk People’s Republic. The document presents results of consideration of complaints filed by citizens. It analyses the most acute problems of respect to human right and freedoms in armed conflict.

It pays particular attention to problems faced by forcibly displaced persons, as well as means to address them. It presents the results of the meetings within the Minsk format, data on persons detained by the Ukrainian side, and the official statistics of deaths and injuries as a result of the armed conflict in Donbass.
