Comment from Daria Morozova in connection with plans to open BCCP on the border with Ukraine

Comments and statements of the Ombudsman News

In accordance with the decision of possibility to cross the DPR state border through the checkpoint “Elenovka”, I draw the attention of citizens to the following.

Entry into the territory of the Donetsk People’s Republic will be able only for citizens, who achieved alignment by the Interagency headquarters for preventing delivering and spreading new coronavirus infection, caused 2019-nCoV. All citizens, who have received this alignment, are informed early through phone connection or e-mail by staff members of the headquarters. If there is no message of the alignment, it means that you aren’t still in lists.

Persons, who don’t have a registration on the de-facto territory of DPR, will be able to depart from the Donetsk People’s Republic. However, if there are humanitarian and other circumstances for departure, it is necessary to address the headquarters.

It should be noted, that citizen has to indicate full name, residential address (address of registration), a good reason of displacement (illness or death of a close relative, college entrance, etc.) in his/her report. The report should be accompanied by copies of documents, which confirm the mentioned information. Also, citizens that are going to leave the territory of DPR will be able to come back only after improving the epidemiological situation or after permission by the headquarters.

Moreover, the compulsory observation is introduced for all persons, who cross BCCP from Ukraine.

I call to consider carefully these requirements. It is necessary to understand that regularity of openness of the checkpoint will depend on the implementation of established procedures by citizens. I want to highlight one more time that crossing the border in conditions of the current epidemiological situation requires carefulness, that’s why any displacements should be planned only in case of emergency.
