The armed formations of Ukraine continue to arbitrarily arrest residents of Donbass, concealing their whereabouts, use torture and cause violent deaths.

In July of this year, a man with physical disabilities, a resident of Donetsk, headed to the territory of Ukraine in order to receive a pension. On his way, members of the Armed Forces of Ukraine detained him without giving any reasons. Later, the mother of the detainee was called by a representative of law-enforcement agencies of Ukraine. She was asked to come and identify the body of her son, mutilated as a result of arson.

This violent murder, a monstrous act of violence, especially against a person with physical disabilities, is evidence of permissiveness and inhumanity of the Ukrainian regime, cynical violation of human rights and abuse of the basic values of humanism. Life and human health mean nothing to representatives of the power structures of Ukraine, and the lack of a proper response from the world community nurtures impunity and encourages new crimes.

The murder committed with particular cruelty as well as the attempt to cover up the crime violates not only the current legislation, but also the principles of international law, including the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

Once again, I urge international organizations to pay close attention to this incident in order to conduct an effective investigation and punish those responsible, because the lack of accountability and the concealment of the truth encourage armed criminals to commit more and more brutal acts of violence. We count on the impartiality and independence of human rights defenders, whose actions should be focused on real steps to protect and ensure respect for human rights and freedoms.
