We received the following question: «My grandfather, the veteran of the Great Patriotic War, lives in Mariupol. Is he eligible for the payment in celebration of the Victory Day from the Head of the Donetsk People’s Republic, and if so, where can he receive it?»
Our response: As part of the implementation of paragraph 3 – “Providing support to certain categories of citizens” – of the Humanitarian Program for the Reunification of People of Donbass, approved by the Head of the Donetsk People’s Republic, of February 17, 2017, a one-time payment of 10,000 rubles shall be granted to veterans of the Great Patriotic War, who either reside in the Donetsk People’s Republic of in the areas of Donbass, temporarily controlled by Ukraine.
The equivalent of a one-time payment can be paid in UAH upon the request of the applicant. Payment will be made until September 30, 2017. Be sure to provide the following documents.
- Written application as suggested in the bottom;
- Passport;
- Certificate of a person disabled as a result of participation in the Great Patriotic War or combatant;
- Certificate from military registration and enlistment office or military service record book.
In case a person is going to receive one-time payment through an authorized person, the original passport of the authorized person and original certified copy of power of attorney must be provided additionally. Citizens eligible for the payment can appeal to Centers of Social and Administrative Services, located near four checkpoints:
“Yelenovka”: DPR, at the Yelenovka exit, Lenina str., “Donetsk-Mariupol” highway.
“Aleksandrovka”: Donetsk, Petrovskiy district, “Gamalia” filling station, crossroads of highways “Brodsky village – Luganskoye rural town” and “Donetsk-Kurakhovo”
“Gorlovka”: Gorlovka city, the crossroads of Artyomovsk highway and Cheliuskintsev lane (not far from the filling station)
“Octyabyr”: Novoazovsk region, Kulikovo village, on the route Krasnoarmeyskoe – Kulikovo – Octyabyr – Pishchevik – Gnutovo.

Veterans of the Great Patriotic War who live in the Donetsk People’s Republic receive the payments as usual – through the offices of the State Enterprise “Pochta Donbassa” and Departments of the Republican Central Bank.
