Procedure for obtaining residence certificate in DPR

For people who are not eligible for obtaining a DPR passport, there is a possibility to obtain a certificate for permanent residence in the territory of the Donetsk People’s Republic.

A certificate for permanent residence in the territory of the Donetsk People’s Republic (hereinafter, the Certificate) is an identity document that proves one’s right to permanent residency in the territory of the Donetsk People’s Republic.

The procedure for documenting and issuing the Certificate is based on the Interim Procedure approved by the Order of the Ministry of Interior No. 271 of 28.03.2018.

People eligible for the Certificate are:

  1. Citizens of Ukraine who were registered at the place of residence in other regions of Ukraine as at 07.04.2014, who arrived in the Republic for permanent residence, when providing documents confirming the citizenship of Ukraine and residence in other regions of Ukraine as at 07.04.2014.
  2. Persons who have undergone the identification procedure in accordance with the Order of the DPR Ministry of Internal Affairs of the Donetsk People’s Republic No. 182 of 15.03.2016, and whose citizenship in any other state has not been established (including those who have / had a passport of the USSR), on the basis of a court decision confirming the fact of residence in the territory of the Donetsk People’s Republic as at 07.04.2014;
  3. Foreign citizens and stateless persons:
  • born in the territory of the Donetsk Oblast of Ukraine and their family members (parents, a spouse, underage children), – upon presenting a birth certificate issued in the Donetsk Oblast of Ukraine, documents confirming kinship (birth certificate of a son (daughter), a marriage certificate, a spouse’s birth certificate;
  • recognized as incapable for work and having a capable son or daughter who are citizens of the Donetsk People’s Republic, – upon submitting documents confirming kinship and citizenship of the Donetsk People’s Republic of applicant’s son or daughter, the applicant’s disability (certificate of disability issued by a state institution of medical and social assessment or a competent authority of a foreign state, pensioner ID);
  • who have at least one parent incapable for work who is a citizen of the Donetsk People’s Republic, – upon submitting documents confirming kinship and citizenship of the Donetsk People’s Republic of applicant’s parent, the parent’s disability (certificate of disability issued by a state institution of medical and social assessment or a competent authority of a foreign state, pensioner ID);
  • married to a citizen of the Donetsk People’s Republic – upon presenting the marriage certificate and passport of the spouse who is a citizen of the Donetsk People’s Republic;
  • having a child born and permanently residing in the Donetsk People’s Republic – upon presenting the child’s birth certificate and documents confirming the child’s permanent residence in the territory of the Donetsk People’s Republic (certificate confirming provision of medical services in a health care institution, a certificate issued by pre-school or educational organization (institution) and other documents);
  • having a son or daughter declared to have limited or no legal capacity by a court decision that has entered into force, who has reached the age of 18 and who are citizens of the Donetsk People’s Republic –– upon presenting a birth certificate, a passport of a citizen of Ukraine with residence registration in the territory of the Donetsk People’s Republic as at 07.04.2014, a passport of a son or daughter, a copy of a court decision recognizing a person as having limited or no legal capacity;
  • who are the guardian or trustee of a citizen of the Donetsk People’s Republic or who are under the guardianship or trusteeship of a citizen of the Donetsk People’s Republic – upon presenting a passport of a citizen of Donetsk People’s Republic of a person under guardianship or trusteeship, a copy of a court decision declaring a person as having limited or no legal capacity (if a citizen of Donetsk People’s Republic is recognized as incapable or limited in legal capacity), or a birth certificate and a document confirming the authority of a guardian or a trustee;
  • owners and co-owners of residential real property registered in the territory controlled by the Donetsk People’s Republic when providing documents confirming ownership of a property in the Republic.

There is also a procedure for issuing certificates for the duration of the circumstances for foreign citizens and stateless persons.

Please note that in order to obtain a relevant certificate on the above-mentioned grounds, a person must submit the following documents to the territorial office of the Migration Service (hereinafter, the MS office) at the place of registration / intended place of registration:

– an application for a certificate of permanent residence, in respect of underage children or persons recognized as incapable or limited in legal capacity;

– four personal photographs in colour, size 35x45mm;

– identification documents (passport of a citizen of another country, temporary residence certificate, permanent residence certificate);

– documents confirming eligibility for the certificate;

– documents confirming the fact of personal data change;

– birth certificates of minor children – for including this information in the certificate;

– documents confirming that all bills and fees established by law have been paid, or an original and a copy of the document on exemption from such payments;

– documents confirming the absence of drug addiction and infectious diseases that might be dangerous to other people and are included in the list of infectious diseases made by the Ministry of Health of the Donetsk People’s Republic;

– migration card (if required);

– for a particular category of persons – a court decision establishing the fact of residence on the territory of the Donetsk oblast as at 07.04.2014, which has entered into force.

– documents confirming the intention of registration at the place of residence and the right to use the dwelling where the person intends to register his/her residence (contract, certificate of ownership or other documents). If a person does not have documents confirming the right to use the dwelling, the intention to register at the place of residence is confirmed by the consent of the owner (co-owners) of the dwelling, the tenant and adult members of his family to register the above persons at the place of residence.

The consent of the owner (co-owners), the tenant and adult members of his family should be made in the form of a written statement in an arbitrary form accompanied by original documents confirming the ownership of the dwelling, and notarized copies. Along with the statement of consent for registration at the place of residence, the owners (tenants) of the specified dwelling must provide the originals and copies of identity documents to the MS office.
