Kiev rejects the exchange proposal again

At the last meeting in Minsk Kiev representatives rejected the offer of the Donetsk People’s Republic on the exchange of POWs, the DPR Ombudsman Daria Morozova told journalists.

“We made another exchange offer. The Ukrainian side previously insisted that we split the lists of Lugansk and Donetsk. This painstaking work was done, but the Ukrainian side rejected the offer to exchange the confirmed persons,” she said.

Morozova recalled that Kiev confirmed to detain 494 persons. She also noted that Kiev representatives depart from the 6th paragraph of the Minsk agreements and offer to make selective exchanges.

In April 2014 the Ukrainian authorities launched a military operation against the DPR and the LPR, which declared independence after a coup in Ukraine in February 2014. According to the latest UN data, more than 9.6 thousand people became victims of the conflict.

The peaceful settlement in Donbass is being discussed at the contact group meetings in Minsk, where three documents regulating the steps to de-escalate the conflict have been adopted since September, 2014. However, shooting continues even after ceasefire agreements between the parties to the conflict have been signed.
