The past week was marked by several significant events.

On the front line, the DPR servicemen managed to break the defence of the AFU between the cities of Avdeevka and Gorlovka. Also, the joint forces reached the settlement of Velikaya Novoselovka, where fierce battles with the enemy continue.

In turn, the authorities of the Republic are trying to do everything possible to ensure the safety and normal life of the inhabitants of the liberated territories. On April 26, the Human Rights Ombudsman in the DPR Daria Morozova visited internally displaced persons from Mariupol, temporarily residing in the settlement Melekino precisely for the purpose of monitoring the humanitarian situation. During the working visit, the Ombudsman delivered humanitarian aid for children under 3 years of age, as well as clarified the problems and needs of the Mariupol residents, who were held hostage by the AFU.

However, a difficult socio-military situation is observed not only on the front line, but throughout the territory of the DPR.

Thus, on April 28, residential areas of the Republic were subjected to massive fire from Ukrainian artillery. In the Donetsk direction, the Petrovsky and Kirovsky districts of the capital, Aleksandrovka, Lozovoye, Makeyevka, Yasinovataya, Panteleimonovka, Yasnoye and Gorlovka were under the shelling. The Armed Forces of Ukraine used multiple launch rocket systems “Uragan” and “Grad”, artillery, 120 mm and 82 mm mortars, grenade launchers and small arms. As a result of shelling in these areas, seven civilians were killed, including a child, and 45 people were injured, including five children.

At the same time, the official registration of enterprises of the agro-industrial complex is actively taking place in the liberated territories in order to improve the socio-economic situation as soon as possible. At the moment, 109 enterprises have already done all the necessary procedures. The vast majority specializes in crop production, namely, the cultivation of cereals, legumes, oilseeds, melons, vegetables, root crops and tubers.

Also, despite the shelling, the cities of the Republic began to decorate the streets for the May holidays. At the same time, in view of the ongoing special operation, the Head of the DPR decided to hold the Military Victory Parade in honour of May 9 only after the liberation of the entire territory of the DPR from the AFU.

In turn, the Ombudsman urges residents of the DPR to comply with all necessary sanitary and epidemiological regulations, as the situation with the COVID-19 coronavirus pandemic remains tense.

 

Since the beginning of 2022, the Ombudsman received 7410 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbas citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
