As of March 11, during the special operation, more than 80 settlements of Donbass, previously controlled by Ukraine, were completely liberated and taken under control.

Unfortunately, on March 5, during the evacuation of civilians from the settlement. Volnovakha, the commander of the detached reconnaissance battalion “Sparta”, Hero of the DPR Colonel of the Guard Vladimir Zhoga, heroically died. Russian President Vladimir Putin awarded the defender of Donbass the highest title in the country “Hero of Russia” for heroism and courage. The Republic is proud of its warrior and very soon will bring to justice everyone for their crimes.

The tragic death of our compatriot is far from the most heinous crime committed this week by Ukrainian Nazis. The civilian population of the cities has been completely taken hostage by the national battalions, who regularly disrupt attempts to organize humanitarian corridors for the exit of civilians from the blocked cities. The most critical situation is observed in Mariupol, where citizens trying to get out of the city are shot on the spot by Azov militants.

In turn, the specialists of the JCCC continue to record a high number of attacks on the territories of the DPR by the Armed Forces of Ukraine. Thus, on March 5, in the village of Aleksandrovka, a direct hit by a Ukrainian shell was recorded in kindergarten No. 35 “Odandelion”. In addition, residential areas of Gorlovka were shelled from the Ukrainian “Tochka-U” missile system.

However, despite the criminal actions of the Ukrainian nationalists, who are shelling the civilian population and hiding behind people, the liberation of the Republic continues. The advance of our forces made it possible to evacuate part of the population. Now the task of the state is to provide them with everything necessary. Thus, according to the data of the Interdepartmental Operational Headquarters for the Primary Life Support of the Population of the Liberated Territories, more than 1,300 applications have already been submitted from citizens of the liberated settlements to receive payments.

Another important task is to work with residents of the liberated settlements of the DPR. Thus, on March 2, the DPR Ombudsman Daria Morozova visited Talakovka. During the trip, the Commissioner for Human Rights talked to local residents, found out the current needs of the population, the main humanitarian problems, and also assisted in the transfer of priority assistance.

The support of the population remains especially relevant against the backdrop of the COVID-19 coronavirus pandemic. According to the Ministry of Health of the DPR, to date, 162,887 cases of COVID-19 infection have been recorded in the country. 24260 patients are in treatment, 9843 cases are fatal.

The Ombudsman calls on residents to remain vigilant and comply with the necessary sanitary and epidemiological standards. For personal safety, it is recommended that you register on the website of the Ministry of Health for vaccination as soon as possible.

Since the beginning of 2022, the Ombudsman received 1811 complaints.

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
