The operation on the liberation of Donbass continues. According to the latest data, 266 settlements, including Gladosovo, have been liberated by the joint forces of the SMO in the DPR. Fighting is underway in the vicinity of Slavyansk and in the cities of Artemovsk and Avdeevka. Full control is established over almost all the Peski.

Unfortunately, despite the gradual retreat of the AFU militants, the current week was not without losses for the Republic… Thus, in the battles near Gorlovka, the Hero of the DPR Guard Colonel Olga Kachura (call sign “Korsa”) was killed. She was posthumously awarded the title of Hero of Russia.

The Defender of the Republic was buried with full military honours at the “Donetskoye more” cemetery. Also, in the Donetsk State Academic Opera and Ballet Theatre named after A. Solovyanenko held a farewell ceremony. However, even the day of mourning did not stop the terrorists from the AFU, who launched artillery strikes at the capital, knowing that there would be a large concentration of civilians.

 The result of this bloody act of intimidation was the death of six people, including a 12-year-old girl, and more than ten people were injured as a result of shelling by Ukrainian militants of the centre of Donetsk.

However, Ukraine demonstrates disregard for the population not only in relation to the citizens of the Donetsk and Luhansk People’s Republics, who are called “their” by it, but also regarding the population and territories that are still under the control of the Kyiv regime.

For this reason, there is nothing surprising in the adoption by Ukrainian functionaries of the decision on the forced and violent evacuation of the population of some cities of Donbass. From a legal point of view, such an initiative is a gross violation of human rights and the Constitution of Ukraine itself. In particular, by forcing citizens to leave their homes, the Ukrainian authorities violate human rights to freedom and personal integrity, freedom of movement, choice of place of stay and residence, and also detract from the dignity of the individual.

However, law and order is the last thing the Kyiv authorities are guided by when making decisions. Therefore, unfortunately, mass forced resettlement and attempts to isolate the inhabitants of Donbass are quite real.

In turn, the Human Rights Ombudsman in the DPR is ready to provide protection and assist in the restoration of the violated rights of these citizens, when they apply for help, regardless of where they are registered, what language they speak and what beliefs they hold. So it was and always will be. Unlike Ukraine, the DPR does not classify people. Comprehensive assistance will be provided to all who need it.

 

Since the beginning of 2022, the Ombudsman received 18280 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
