The current week was marked by a number of significant events for the residents of Donbass.

On June 1st, the whole world traditionally celebrates a holiday – International Children’s Day. On this day, it is extremely important to talk about what life of a child means during the conflict. In order to attract more attention to how children live during the war, the film “Donbass. Children” was presented in 12 foreign countries. The film was shown in Belarus, Israel, India, Jordan, Kyrgyzstan, China, Lebanon, Pakistan, Tajikistan, Tanzania, Cuba and Sri Lanka. Film presentation was held as part of the joint project of Rossotrudnichestvo and RT Documentary “Days of Documentary Cinema in Russian Houses”.

Unfortunately, the children of Donbass have been hearing shell explosions instead of fireworks and firecrackers for years on this day. Militants from the ranks of the armed formations of Ukraine continue chaotic shelling of the cities of the DPR, as a result of which civilians, including children, suffer. On June 1, as a result of the massive shelling of Gorlovka, a 10-year-old boy was wounded.

However, the punishment for all the crimes committed for the military of the Kiev regime is inevitable. This is proved by the sentence to life imprisonment in a special regime penal colony of a soldier of the battalion “Azov” (recognized as a terrorist organization and banned in the Russian Federation) Maxim Kondrashev. In the spring of last year, he killed four civilians in the city of Mariupol.

Important news in the field of legislation was the signing by the President of the Russian Federation Vladimir Putin of a law on holding elections in regions under martial law. According to the document, amendments were made to paragraph 4 of Article 7 of the law “On Martial Law”, which allow elections to be held in September 2023 for the legislative assemblies of the DPR, LPR, Kherson and Zaporozhye regions.

Among other things, by order of the Prime Minister of Russia Mikhail Mishustin, the Federal State Unitary Enterprise “Railways of Novorossiya” was created, which will unite the railways of the DPR, LPR, Zaporozhye and Kherson regions. The head office of the enterprise will be located in Donetsk.

 

Since the beginning of 2023, the Ombudsman received 10297 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centers).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
