The overview of the current social and humanitarian situation in the territory of the Donetsk People`s Republic as a result of hostilities in the period 27 August to 02 September 2022

News Overview of the social and humanitarian situation

A special military operation on the territory of the Donetsk People’s Republic continues. Joint forces have already liberated 275 settlements in the DPR, including Klyuchevoye, Volodino, Orlinskoye, Zavitne Bazhannya. The fighting goes on in the Donetsk, Slavyansk and Artemovsk areas. Near Artemovsk, the joint forces came close to the village of Zaitsevo. Armed formations of Ukraine suffer heavy losses.

A special day for the Republic and the entire Russian world was Wednesday, August 31st. This is already the fourth anniversary of the tragic death of the first head of the DPR, Alexander Zakharchenko. Mourning residents and guests of Donbass laid flowers at the bust of Alexander Vladimirovich on the Alley of Heroes in the park named after Lenin Komsomol in Donetsk.

The name of the first Head of the Republic will forever remain in the memory of the people. He was, is and will be a symbol of the unconquered Donbass, a true officer and a faithful son of his Motherland.

The fact that Alexander Zakharchenko fought for a just cause is once again confirmed today by the criminal actions of Kyiv. On September 1, militants of the armed formations of Ukraine committed a bloody terrorist attack against the civilian population of the DPR. As a result of a massive strike of the AFU in the village of Rubtsy in the north of the DPR, 13 employees of the Ministry of Emergency Situations were killed, nine more were injured.

Also, almost every day in the Republic, new cases of undermining citizens on the PFM-1 prohibited by the Ottawa Treaty are recorded. The AFU continue to scatter them in residential areas. Over the past five days, nine more residents of the DPR have suffered. The total number of victims of these mines was 59 people, two of whom were children. One of the victims died.

However, in spite of everything, the Republic continues to live and develop. Thus, from September 1, the educational process started in 594 schools of the DPR. Thanks to the support of the regions of Russia, significant work has been done in terms of restoring, repairing, equipping computer classes and providing textbooks to all educational institutions in the Republic.

Also last week, the DPR celebrated the Day of the city of Donetsk and the Miner’s Day. Both of these holidays are one of the most important and symbolic for Donbass. Unfortunately, due to regular shelling by the AFU, it was not possible to celebrate these significant dates on a traditional scale this year.

Since the beginning of 2022, the Ombudsman received 21440 complaints.

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
