The current week in the Republic was marked by an increase in the intensity of shelling by terrorists from the ranks of the AFU. Moreover, Ukrainian war criminals began to use NATO AT2 anti-tank mines in peaceful areas of the DPR. As a result of an explosion of one of them in the Kuibyshevsky district of Donetsk, a man born in 1946 died. A woman born in 1949 had a traumatic amputation of both feet. In addition, the AFU fired at the capital of the Republic from the MLRS, which led to casualties, destruction and numerous fires.

These crimes did not go unanswered by our defenders. The forces of the SMO are advancing on the enemy along the entire front line, inflicting blow after blow. At the moment, active operations are being carried out to encircle the city of Avdeevka, and in the Artemovsk direction, Russian troops have almost completely cleared the industrial zone and already control most of the city of Artemovsk.

An important event in the economic sphere was the approval by the Government of Russia of a draft law on the creation of a free economic zone (FEZ) in new regions. The document was sent to the State Duma. This initiative will attract private investment and give new impetus to the construction industry.

In particular, it is planned to exempt FEZ participants from paying the federal part of income tax for a period of 10 years, the regional part – by decision of the subjects, and property tax. Also within three years they will be able not to pay the land tax. Insurance premium rates will be reduced to 7.6%, free customs zone procedures will operate in the regions.

Another significant event for Donbass was the news about the opening of a plant for the production and bottling of drinking water “Laguna” in the village. Starobeshevo. The enterprise will start working within a month and will be able to produce 556,000 litters of water per day. This is especially important against the background of the critical situation with the water supply in the Republic, which has developed as a result of targeted shelling by the AFU.


Since the beginning of 2023, the Ombudsman received 6223 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
