This week, terrorists from the ranks of the armed formations of Ukraine again continued to strike at the hospitals of the Republic. During the shelling from the side of the AFU of the Kyivskiy and Voroshilovsky districts of Donetsk, the building of the Republican Trauma Center, as well as a number of apartment buildings, were seriously damaged. A girl born in 2016 and her mother born in 1983 sustained injuries.

Such purposeful atrocity against the civilian population from the side of Ukrainian militants is confirmation of their own powerlessness on the battlefield, where our defenders beat them over and over.

Thus, our servicemen successfully carried out offensive operations in the Donetsk People’s Republic, during which the enemy suffered significant losses. At the moment, our defenders are actively continuing measures to liberate Donbass on all front lines, destroying the forces of terrorists step by step.

However, despite the attempts of criminals to intimidate the civilian population, the residents of Donbass are actively preparing for the New Year holidays. Unfortunately, this New Year will be held without mass events because of security reasons. But at the same time, public utilities, despite the shelling from the AFU, decorated the cities of the Republic for the holidays, showing the enemy that the spirit of Donbass cannot be broken.

Our defenders, who will ensure the safety of the civilian population even on New Year’s holidays, deserve special attention. At the same time, the children of employees of the Ministry of Emergency Situations and those mobilized will visit Moscow. This program includes excursions to the Moskvarium, the Cosmonautics Center and the Victory Museum. The main event will be a visit to the New Year’s performance at the State Kremlin Palace.

In turn, the Ombudsman wishes all citizens to have a good New Year’s holidays and observe all necessary security measures due to the military situation and possible provocations from the AFU.


Since the beginning of 2022, the Ombudsman received 32297 complaints.


  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.


2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
