The following events have become important for the Republic this week.

The DPR defenders, released from Ukrainian captivity during the exchange between the Russian Federation and Ukraine on February 16, are returning home. Among them are nine military personnel, as well as a clergyman – prior of the Holy Kazan Church in the settlement of Yarovaya in Krasnolimansky district. The archpriest was illegally detained by Ukrainian law enforcement agencies on charges of collaborationism in September 2022.

At the same time, the liberation of the Republic from Ukrainian terrorists continues. The defenders of Donbass are conducting offensive operations along the entire front line, gradually pushing the enemy out. The position of the AFU is especially deteriorating in the Artemovsk direction. Thanks to the competent actions of Russian soldiers, it was possible to liberate the Stupki microdistrict in the north of Artemovsk.

The heroism of our fighters affects not only the situation at the front – their example is also important in the framework of the patriotic education of Russian youth. It is for this reason that on behalf of the President of Russia Vladimir Putin, in May of this year, one of the 12 Centres for military sports training and patriotic education is planned to be opened on the territory of the DPR.

Each of these Centres will train a shift of 300 people aged 14 to 35 years. 216 instructors have already been selected. It is planned to train at least 10,000 people per year. The institutions are aimed to train and educate young people, as well as to improve the skills of teachers of life safety.

Another socially significant event was the decision to issue Russian passports at the branches of the DPR MFC. The main goal is to speed up passportization in the Republic, make the process more flexible, and solve the problem with queues at the offices of the Migration Service.

Also this week, the formation of the republican election commission in the DPR was completed. The list of members of the Electoral Commission with the right to vote was approved. This will allow the electoral process in the DPR to be carried out within the framework of Russian legislation.

 

Since the beginning of 2023, the Ombudsman received 4174 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
