News Overview of the social and humanitarian situation

This week, residents of Donbass celebrated one of the most significant holidays – National Flag Day of the Donetsk People’s Republic. Our tricolour has become a real symbol of the struggle and pride of our people. Unfortunately, due to the escalation of hostilities, mass celebrations on the occasion of the holiday did not take place. The decision to cancel the events by the authorities of the Republic was made based on security issues.

However, despite the regular provocations of terrorists from the ranks of the armed formations of Ukraine against the civilian population, our defenders continue to attack the enemy. Thus, the united army of the SMO continues the offensive in the areas of such settlements as Andreevka, Belogorovka, Artemovsk, Bakhmutsky, Vremovka, Zelenopolye, Soledar, Mayorsk, Maryinka, Nevelsky, Novobakhmutovka, Pervomaisky, Yakovlevka.

Also, the past week was marked by important social and humanitarian innovations. Thus, the Russian charitable service aimed at seeking medical care for seriously ill children ‘Vernoye Napravleniye’ became available to residents of the DPR. Citizens of the Republic will be able to apply to the service in case of difficulties in obtaining or paying for medicines, rehabilitation means, and conducting the necessary examinations of the child. The organization will also assist in transportation to the place of treatment and accommodation. Specialists will check the possibility of receiving assistance from the state, help to collect documents for applying to charitable foundations, and will accompany the applicants until they receive assistance. Appeals are considered from parents or legal representatives of children under the age of 18 years.

In addition, due to the accession of the DPR to the Russian Federation, the minimum wage in the Republic was officially changed, which now stands at 15,279 rubbles, in accordance with Russian law.

Another important event, but already in the field of culture, was the taking by the artists of the Donetsk Republican Academic Youth Theatre of the Grand Prix at the International Festival of Children’s Chamber Theatres “Magic Lantern” in St. Petersburg. The festival was held in the northern capital of Russia in the period from 19 to 23 October. It was attended by theatres from Russia and Belarus.


Since the beginning of 2022, the Ombudsman received 26736 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.


2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
