News Overview of the social and humanitarian situation

The current week was marked by several important social and humanitarian events, the main of which was the return of forty Russian servicemen from Ukrainian captivity. Our defenders, who were in mortal danger, upon arrival on the territory of the Russian Federation, were immediately sent by military aircraft to Moscow to undergo treatment and rehabilitation in medical institutions of the Russian Ministry of Defense. They will also be provided with psychological help.

In turn, their brothers in arms continue to push back the enemy. The forces of the SMO are advancing on the positions of terrorists along the entire front line. At the moment, active operations are being carried out to encircle the city of Avdeevka, and in the Artemovsky direction. Artemovsk is almost under control of Russian troops.

Another important event of the week was the decision of the Supreme Court of the DPR, which sentenced a Ukrainian marine who shot a civilian in Mariupol with a rifle in March last year to 22 years in a strict regime colony. This decision is a vivid example of the inevitability of punishment for all war criminals, murderers and terrorists who believed that they could escape just retribution.

Also, the week was not without social and political events. On April 27, the sixth Direct Line with the Acting Head of the DPR took place. During the event, the questions were asked by the residents of the Republic. In particular, topics related to water supply, compensation for damaged housing, passportization of the population, as well as the restoration of roads and infrastructure of the cities of the Republic were touched upon.

And, of course, the relevant issue for the residents of the DPR is preparation for the May holidays, namely the Day of Spring and Labor and Victory Day. Unfortunately, the traditionally solemn and mass events associated with these significant dates are impossible due to the continuing threat of shelling from the AFU.

Since the beginning of 2023, the Ombudsman received 8242 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
