The overview of the current social and humanitarian situation in the territory of the Donetsk People`s Republic as a result of hostilities in the period 21 and 27 January 2023

News Overview of the social and humanitarian situation

The following events became significant for the Republic this week.

Our defenders continued their attack on the positions of terrorists from the ranks of the AFU. Thanks to competent actions, it was possible to liberate the settlements of Dvurechie and Krasnopolyevka. Also, the SMO forces entrenched themselves on the outskirts of the city of Ugledar. Movement continues in all directions of the front.

Publicly stating the monstrous losses among the AFU, the Western curators of the Zelensky regime continue to pump Kyiv with vehicles and weapons. This time, a decision was made to transfer the latest tanks to Ukrainian gangs – German Leopard 2 and American M1 Abrams. It is obvious that the beneficiaries of the Kyiv regime are trying by all means to prolong the bloodshed in Ukraine. But do the Ukrainians themselves realize that these deliveries will not change the situation at the front, but will only increase the number of their losses? Unfortunately, a once brotherly people have become an instrument in other people’s cruel games…

At the same time, while the West is supplying military vehicles to Ukraine, the governments of Russian cities are sending children’s gifts to the DPR. Thus, representatives of the Moscow City Administration brought 7,000 sets of sweets for little residents of Donbass.

Another good news concerns the education sector. According to the updated statistics, after the accession of new territories to the Russian Federation, the number of students in the country’s universities has increased significantly. At the moment, their number has grown by almost 100 thousand people. At the same time, the majority got the opportunity to study under a preferential program at the expense of the federal budget.

Important economic initiatives are also should be highlighted. For example, the Urals and Donbass announced their intention to develop cooperation in the metallurgy and oil and gas industries due to the similar economies of the regions.

In general, today, all the constituent entities of the Russian Federation have been tasked with establishing maximum cooperation for the restoration of housing, infrastructure and social facilities that have been damaged as a result of hostilities.

Since the beginning of 2023, the Ombudsman received 1622 complaints.

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
