A special military operation on the territory of the Donetsk People’s Republic continues. Joint forces have already liberated 268 settlements in the DPR, including the village of Vershina, southeast of Artemovsk. The fighting does not subside in the Donetsk, Slavyansk and Artemovsk areas. Near Artemovsk, the allied forces came close to the village of Zaitsevo. Armed formations of Ukraine suffer heavy losses.

Anticipating the inevitable defeat and having neither the opportunity nor the courage to fight against the defenders of Donbass in the field, the militants of the armed formations of Ukraine take put it on the civilian population, they fight against the elderly, children and women.

It is for this reason that it was no surprise to anyone that the monstrous terrorist attack that claimed the life of a well-known journalist who covered events in Donbass, Daria Dugina, turned out to be the work of the Ukrainian special services. The girl was blown up in front of her father, the famous philosopher Alexander Dugin.

Also this week, AFU militants subjected  the centre of Donetsk to an unprecedented attack from  the US-handed  MLRS “Himars”. The Administration of the Head of the DPR, the building of the Ministry of Internal Affairs, the Central Hotel, the embankment of the Kalmius River, as well as residential buildings and shops were under attack. As a result, four people were killed, 11 citizens received injuries of varying degrees.

However, the practice of terrorizing the inhabitants of Donbass is not new for the Kyiv regime. Thus, in fact, new cases of undermining citizens on the PFM-1 prohibited by the Ottawa Treaty, which the AFU continue to scatter in residential areas, are recorded in the Republic every day. Over the past five days, seven more residents of the DPR have been injured, and the total number of victims of these mines has exceeded 50 people. One of the victims died.

Such actions by the AFU once again emphasize the moral superiority and humanity of the defenders of Donbass. Every day our soldiers bravely liberate more and more frontiers, acting as a reliable shield for civilians. But, unfortunately, as in any war, there are losses, including the wounded. Realizing the importance of assisting our fighters, it is planned to open an escort and support service for SMO veterans in the DPR, LPR, as well as in two cities of Russia. The goal is to help combatants who have received wounds, injuries and serious damage to health on the front line, in professional retraining and employment, provide them with legal and psychological support, and assist in obtaining rehabilitation means and solving other medical issues.

Of course, the civilian population needs no less support today. A number of activities are also being implemented in this direction. So, by the beginning of the new academic year, Russian President Vladimir Putin instructed the Government to make a one-time payment in the amount of 10 thousand rubbles to the families of schoolchildren from the DPR, LPR and the liberated territories of Ukraine.

This payment is subject to the children reached the age of 6 years no later than September 1 of the current year and the children are educated in educational institutions of Donbass and the liberated regions of Ukraine. It is planned to pay material assistance until October 1, 2022.

 

Since the beginning of 2022, the Ombudsman received 20656 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
