The current week is marked by a number of significant events both for the residents of the Republic and for all Russians.

On February 21, the ceremony of announcing the Presidential Address to the Federal Assembly took place. Vladimir Putin instructed the Government to implement a significant number of measures aimed at improving the military-political and socio-economic situation of the state. The following instructions became the most significant for the inhabitants of the Republic:

– to establish for the fighters of the SMO a vacation of at least 14 days every six months, excluding travel time;

– a personal social worker should be assigned to each family of a person who died during a special operation or a veteran of the SMO;

– to start construction of housing for defence industry employees and launch a program of preferential rent at a rate below the market.

The initiative of the President of Russia on the payment of maternity capital in new territories deserves special attention. As in other subjects of the Russian Federation, parents whose children were born since 2007 received the right to mother capital. Now the amount of this payment for the first child is 586.9 thousand rubbles, for the second – 775.6 thousand rubbles, if the family did not receive such payments for the first child. The funds can be spent on improving living conditions, educating the child, paying for social rehabilitation for children with disabilities. They can also be sent to the funded part of the mother’s pension or to monthly payments for a second child up to three years old.

It should be noted that Vladimir Putin’s speech took place on a historic date for the residents of Donbass – on the anniversary of the recognition of the independence of the LPR and DPR by Russia. Also, treaties of friendship, cooperation and mutual assistance were concluded with each of the Republics on this day. This event was a turning point in the history of Donbass, which allowed us to reunite with our historical Motherland.

Another important date of this week will be Defender of the Fatherland Day. The authorities and volunteer organizations are already preparing to congratulate our fearless warriors. We are all deeply indebted to the fallen heroes and those who are fighting for our Victory today! Our defenders tirelessly continue to liberate the lands from the enemy. The soldiers of the SMO are methodically destroying the terrorists from the ranks of the AFU along the entire front line. This week, another settlement Paraskovievka was completely liberated. There is a significant advance towards the city of Artemovsk.

At the same time, taking into account that the enemy is always active on holidays, Acting Head of the DPR Denis Pushilin urged the residents of the DPR to be as careful as possible on the upcoming long weekend. The Ombudsman also appeals to the population with an appeal to remain vigilant, be careful and do not leave your home without unnecessary necessity as the enemy is capable of absolutely any provocation.

 

Since the beginning of 2023, the Ombudsman received 3609 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
