The defenders of Donbass continue to liberate the territory of the DPR from the invaders. As of today, the offensive of the allied forces in the Artemovsk direction is actively continuing. Successful defensive actions are also underway in the Krasny Liman area.

In turn, the militants of the armed formations of Ukraine continue to suffer defeats and losses. However, the criminals vent their helplessness on the front at the civilian population of Donbass. Thus, as a result of the shelling by the AFU of a public transport stop in the Kuibyshevsky district of Donetsk, 13 civilians were killed, including two children. The shelling was carried out from the 155-mm SPG ‘Ceasar’ transferred to Kyiv by NATO. In addition, the terrorists attacked the centre of the capital in the area of ​​the indoor market, where 6 people died.

The response, which found immediate support from the Russian Federation, was the call of the DPR Public Chamber to hold a referendum on the entry of the Republic into the Russian Federation. Russian President Vladimir Putin said that Russia will support the decisions of the residents of Donbass, Zaporozhye and Kherson regions about their future. The announced dates of the referendum cover the period from 23 to 27 September. In view of this, by Decree of the Head of the DPR No. 582, the last two days of the referendum, September 26 and 27, are days off.

In turn, to prevent provocations and offensives by the militants of the AFU, maximum efforts were taken to ensure security. Also, stability in the DPR after the referendum will be facilitated by the regular army of the Russian Federation, further strengthened by the announced partial mobilization.

In addition, steps were taken to improve the lives of the defenders of Donbass. Thus, Russian President Vladimir Putin announced that the military personnel of the Donetsk and Luhansk People’s Republics would be given equal rights with the regular Russian military. According to the Russian leader, special attention should be paid to organizing the supply of volunteer units and forces of the People’s Militia of the DPR and LPR with vehicles and equipment.

 

Since the beginning of 2022, the Ombudsman received 23399 complaints.

 

1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
