This week was marked by the following key events.

For almost a month, unsuccessful attempts by Ukrainian terrorist groups to go on the offensive have been going on along the entire front line. Our defenders repel all attacks and counterattack in the north of Donbass. The enemy suffers losses and defeats.

Russian soldiers, as then, during the Great Patriotic War, fearlessly oppose the inhuman ideas of Nazism and fascism. Therefore, on June 22, the events dedicated to the Day of Memory and Sorrow at the memorials dedicated to the GPW are of particular importance for Russians. After all, it was on this day exactly 82 years ago at 4 o’clock in the morning that German troops invaded the territory of the USSR. Hundreds of settlements of the Soviet Union along its entire western border were under attack.

The past week was also marked by important changes in the field of legislation. Thus, the People’s Council of the DPR at an extraordinary plenary meeting on Thursday adopted the Law “On the Human Rights Ombudsman in the DPR”. The document, in particular, defines the principles, forms and methods of protecting human and civil rights, as well as the main areas of activity of the Commissioner in the DPR as a constituent entity of the Russian Federation.

Another news in the legislative sphere was the approval by the Federation Council of the law on the creation of a free economic zone in the DPR, LPR, Zaporozhye and Kherson regions. According to the document, the validity of the free economic zone is set until December 31, 2050. The drafts regulate the operation of the customs procedure of the free customs zone on the territory of the FEZ, and also introduce corresponding changes to the norms of a number of federal laws.

Also a pleasant surprise, this time for schoolchildren of the DPR, was the festival “Scarlet Sails” in St. Petersburg, in which about 550 of our graduates took part. In a solemn atmosphere they will be given school graduation certificates in the Northern capital. The holiday “Scarlet Sails” has been held annually since 2005 during the white nights in St. Petersburg. It is dedicated to high school graduates. The culmination of the event is the passage of a ship with scarlet sails across the Neva that is a symbol of love and hope.

 

Since the beginning of 2023, the Ombudsman received 11540 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centers).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
