The current week in the Republic was marked by the return of our defenders from enemy captivity. As a result of the past exchanges, 21 DPR servicemen were returned home. At the moment, the soldiers are receiving all the necessary medical care. Unfortunately, participants of the prisoner exchange confirmed the facts of torture, beatings and moral humiliation. Information about these inhuman and violating international humanitarian law actions on the part of Ukraine will become a basis for future criminal cases after the end of the SMO.

The army of the Russian Federation continues offensive operations, grinding down the enemy and liberating its territories. Thus, during the fighting, our troops liberated the village of Gorobyevka in the Kharkov region, and also captured the heights near Velyka Novoselka at the administrative borders of the Zaporozhye region. Offensive actions continue in the Artemovsk, Donetsk and Ugledar directions.

Also, in order to protect the civilian population from the attacks of Ukrainian terrorists, President of the Russian Federation Vladimir Putin decided to introduce martial law in four new subjects of the Russian Federation from October 20. The specified regime will be introduced in the territories of the Donetsk and Luhansk People’s Republics, Zaporozhye and Kherson regions, which will make it possible to use defence resources as efficiently as possible.

In addition, the heads of the regions will be given additional powers to ensure security within the framework of the introduced martial law. However, this measure does not bring cardinal changes to the life of citizens of the DPR, since this regime has been in effect on the territory of the Republic for more than eight years.

Another important innovation this week was the opening of the first points for receiving documents for obtaining a Russian passport in the Republic. These points are already open in Donetsk, Khartsyzsk, Yenakiyevo and Mangush. Also, along with this, the acceptance, as well as issuance, of documents for issuing passports of a citizen of the DPR have been completely stopped. At the same time, the documents issued earlier will be valid.

 

Since the beginning of 2022, the Ombudsman received 26088 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
