The current week was marked by several important events for the Republic.

Residents of the DPR celebrated one of the most important holidays for our society – the Baptism of the Lord, which is celebrated by the Orthodox Church on January 19.

Unfortunately, due to the military situation in Donbass, traditional Epiphany bathing was limited. For security reasons, a number of cities, including Khartsyzsk, Ilovaisk, Amvrosievka, Volnovakha and Yenakiyevo, refused to organize places for conducting a religious cerermony.

After all, as practice shows, there is nothing sacred for terrorists from the ranks of the AFU. This thesis is confirmed by the recent shelling of a shopping center in the center of Donetsk by Ukrainian criminals. The tragedy occurred on Ilyicha Avenue, on one of the busiest streets in the capital of the Republic. Four civilians were injured as a result of the strike by the AFU from the MLRS ‘HIMARS’. Under the rubble of the destroyed building, the bodies of three dead were found: two women and one man. Also, in addition to the shopping center itself, nearby residential buildings, service station, a distillery and civilian vehicles received significant damage.

Our defenders responded to such acts of terrorism with courage and personal heroism. Thus, thanks to the decisive actions of the SMO forces, it was possible to liberate and completely take control of the strategically important settlements of Sol and Kleshcheevka in the DPR, which makes it possible to develop an offensive in the Artemovsk direction.

Another important event for the Republic was the return of the seven defenders of Donbass, previously released from Ukrainian captivity as part of the exchange, which took place on January 8, 2023. On the territory of other subjects of the Russian Federation, our soldiers were provided with priority medical assistance. Now the fighters will undergo rehabilitation in healthcare facilities in Donbass.

The current week was not without positive socio-economic news. Thus, for the first time the budget of the Donetsk People’s Republic was adopted as a constituent entity of the Russian Federation. For 2023, the budget of the DPR will amount to 196 billion rubles. In addition, this year the budget of the Republic will be two-tier what means that a part of the funding will come from the federal treasury. These steps contribute to the full integration of the DPR into the economic zone of the Russian Federation.


Since the beginning of 2023, the Ombudsman received 1050 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.


2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
