The operation on the liberation of the Donetsk People’s Republic continues. The joint forces of the SMO have already liberated 268 settlements in the DPR, including the village of Vershina, southeast of Artemovsk. Fighting continues in the Donetsk, Slavyansk and Artyomovsk directions. Armed formations of Ukraine suffer heavy losses.
A vivid indicator of the inevitability of punishing of the representatives of the AFU for committed war crimes was the trial of five foreign mercenaries that began this week in the DPR. Citizens of Britain, Sweden and Croatia, who, on the side of the AFU, participated in the terror of Donbass, are in the dock. All five are facing capital punishment.
This should be a lesson for all who use weapons against civilians. And, first of all, for those who give criminal orders for remote mining of peaceful cities.
Thus, already more than 40 citizens of the DPR, including children, have become victims of the PFM-1, with which the AFU literally bombard the territory of the Republic. There are dead. This week, a child and a woman became victims of anti-personnel mine.
In this regard, the Ombudsman continues to urge citizens to be as vigilant as possible. In case of detection of PFM-1, you should immediately contact the MES.
The socio-engineering infrastructure of the Republic is also under constant attack from the AFU, in particular, water facilities. Problems with water supply to the DPR began in the winter after the Kyiv security forces shelled key water supply facilities in the region. By the summer the situation worsened. Now, in a number of settlements and districts, water supply has either been completely stopped, or is carried out according to the schedule in significantly reduced volumes. It is for this reason that the State Defence Committee decided that until the end of the year, the enterprises of the water supply and sewerage sector of the DPR, using water from the Seversky Donets-Donbass canal, will provide water supply and sanitation services to the population free of charge.
In turn, in this difficult time, cultural figures support the population of the Republic. The vocalists of the Donetsk State Academic Music and Drama Theatre named after M. M. Brovuna held concerts in 23 liberated settlements. These events took place within the framework of the campaign “We are returning home!”. Such initiatives are of particular importance for civilians who find themselves in the zone of active hostilities as a result of Ukrainian aggression, as they give a piece of peaceful life, which will soon return to our lands.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.
2. Register of displaced persons and affected citizens
At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).
In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
