The current week was marked by a number of significant events for the Republic. Thanks to the coordinated actions of our military personnel, they managed to liberate the village of Opytnoe near Avdeevka, and also take full control of the road between the settlements of Pavlovka and Nikolskoye in the South Donetsk direction.
In the context of ongoing hostilities, the state pays special attention to the rights of participants of the SMO. This fact is confirmed by the order of the President of the Russian Federation Vladimir Putin on the demobilization of students from the DPR and LPR, who were mobilized before the accession of the Republics to Russia. Thanks to the decision taken, our students who participated in the hostilities will be able to return to their education in universities.
Another significant event of this week was the assignment by the President of the Russian Federation of the title “City of Military Glory” to Mariupol and Melitopol. Vladimir Putin also awarded Gorlovka and eight other cities of Russia the title of “City of Labor Valor” for the significant contribution of citizens to the achievement of Victory in the Great Patriotic War, the uninterrupted production of military and civilian products, mass labor heroism and the selflessness of workers.
The active work of the military construction company (VKS) of the Ministry of Defence of the Russian Federation in the city of Mariupol, which was significantly damaged during active battles, also continues. Thus, on November 17, almost 600 new apartments were handed over to Mariupol residents whose housing was damaged or destroyed. Gradually rebuilding, restoring and modernizing the infrastructure, the city returns to a full life.
Working with the most vulnerable groups of the population, especially children, is extremely significant in the context of a military conflict. Therefore, from November 14 to 19, the pupils of the Khartsyzsk Children’s Social Centre will visit Moscow and the Moscow Region to participate in the project “Bit dobru s YuRF”, which is being implemented by the United Russian Fighters organization, within the framework of the integration program of the Russian Centre. The goals of this program are the moral and patriotic education of children from the DPR.
Since the beginning of 2022, the Ombudsman received 28749 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.
- Register of displaced persons and affected citizens
At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).
In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
