The overview of the current social and humanitarian situation in the territory of the Donetsk People`s Republic as a result of hostilities in the period 11 to 17 June 2022

News Overview of the social and humanitarian situation

The past week was marked by one of the most difficult days for the Republic. The armed formations of Ukraine used an unprecedented fire strike on the civilian population of the DPR. Thus, on June 13, five civilians were killed and 39 were injured as a result of shelling from the AFU, the vast majority of the victims were in Donetsk. The enemy fired more than 600 shells at the city, including from MLRS and artillery, more than 70 houses and infrastructure facilities were damaged, as well as five medical institutions, including the Donetsk Republican Centre for the Protection of Motherhood and Childhood.

Enemy’s impunity come to an end. Thus, a coalition within the framework of the SMO liberated 3 more settlements over the past week. In total, at the moment the DPR has established full control over 238 settlements, including Rassadki. There is an active offensive in the Slavyansk direction.

In the conditions of regular military defeats, Kyiv does not spare not only women and children of Donbass, but even its own. In desperation, the AFU General Staff launched a series of mobilization measures in regard to women citizens of Ukraine. First of all, on June 15, the mobilization of women who are already liable for military service started, and from June 31, measures will be taken to register all Ukrainian women from 18 to 60 years old.

Such a step on the part of the Ukrainian command is due, first of all, to the monstrous losses of the AFU on all fronts, the numbers of which are becoming more and more difficult to hide every day. According to the data stated by the head of the ruling party of Ukraine, David Arakhamia, the AFU lose up to a thousand soldiers killed and wounded per day, while he assessed the average daily losses of the Ukrainian army at 200-500 people. However, even these figures are most likely greatly underestimated.

However, despite Ukraine’s attempts to demoralize the people of Donbass, the Republic is determined to continue on its path to strengthening independence. Thus, during the visit of the DPR delegation to the Syrian Arab Republic, agreements were reached on recognizing the independence of the SAR of the Republic. Syrian President Bashar al-Assad has already stated that he will instruct the Foreign Ministry to begin the procedure for officially recognizing the independence of the DPR and LPR.

Such steps are significant and are direct evidence of the beginning of a new page in the history of Donbass.

Since the beginning of 2022, the Ombudsman received 13239 complaints.

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
