The current week was marked for the inhabitants of our region by a number of significant events.

On March 14, the inhabitants of the Republic recalled the tragic events that claimed the lives of 22 people and maimed dozens more. On that day, Ukrainian militants fired at the centre of Donetsk, using the Tochka-U OTRK. This date became the point of no return, confirming the correctness of the decision to start the SMO to liberate Donbass.

Unfortunately, the bloodthirstiness of the chimera state has no boundaries, so more and more civilians become its victims.On March 13, the AFU carried out shelling of the settlement of Volnovakha, which killed two people and injured 3 more. It looks especially blasphemously against the background of the fact that on March 11, before the shelling, the inhabitants of the city celebrated the first anniversary of its liberation.

Despite all the possible provocations that the Ukrainian side is undertaking, our military is successfully moving forward. Thanks to the coordinated actions of Russian military personnel, the settlement of Zaliznyanskoye was liberated. The armed forces of the Russian Federation continue to conduct offensive operations in the Artyomovsky and Avdeevsky directions.

Another good news of these days was the return of our servicemen to their homeland. As a result of the prisoner exchange between the Russian Federation and Ukraine, which took place on March 7, 2023, the largest military group of the DPR that consists of 39 people was released. Now representatives of the DPR Ombudsman went to one of the constituent entities of the Russian Federation to escort home 29 servicemen of the Republic. Another 10 fighters are receiving the necessary medical care and, after improving their health, will also be transported to the territory of the DPR.

An important legislative decision was the approval by the Federation Council of the Russian Federation of a law due to which Russian citizens who have Ukrainian citizenship will be considered not having it from the date of filing an application to the Ministry of Internal Affairs or its territorial body for unwillingness to be its citizenship. However, the need to submit such an application is excluded for citizens who have previously submitted such an application in accordance with other laws.

Another significant event of this week was the opening on March 16 of the tablet exhibition “Donbass – the cradle of peoples” in Volgograd by representatives of the Donetsk Republican Museum of Local Lore with the assistance of the Russian Centre. The exposition reveals the features of the formation of the multinational composition of the region from ancient times to the present, and also tells about the development of national traditions of the peoples inhabiting the Donetsk region. It will be presented at the Museum “Battle of Stalingrad” until April 23 this year.

 

Since the beginning of 2023, the Ombudsman received 5110 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
