Despite the counter-offensive of the militants of the armed formations of Ukraine in the Kharkov region, the defenders of Donbass continue to liberate the territory of the DPR from the invaders. As of today, our soldiers liberated two settlements in the Artemovsky district – Nikolaevka and Nikolaevka Vtoraya, as well as Mayorsk north of Gorlovka. It was in Mayorsk that a powerful fortified area of ​​the AFU was equipped, from which the enemy regularly fired at the civilian population of Gorlovka.

Another important event this week was the start of work on the construction of a new water pipeline, which will power the heating system and will extend the supply of drinking water to the population until the liberation of Slavyansk. This step is extremely important in view of the regular shelling by the AFU of civilian and infrastructure facilities of the Republic, which led to a difficult situation with the supply of water throughout the territory of the DPR.

However, despite Kyiv’s criminal attempts to create a humanitarian catastrophe in Donbass, our young state continues to develop its economic independence. So, now residents of the DPR will be able to cash out money from the cards of the Central Republican Bank in Russia. In particular, currency transactions with payment cards of the Central Republican Bank became available at ‘Promsvyazbank’ ATMs. The availability of these operations will allow customers – holders of CRB cards staying in the Russian Federation, to use funds from the CRB card account and to receive social and other payments on the territory of the Russian Federation.

In addition to socio-economic shifts in the Republic, the rise of the cultural and entertainment sphere continues, including its foreign promotion. On September 15, the start of a big tour in the Russian Federation of artists of the Donetsk State Academic Opera and Ballet Theatre named after A. Solovyanenko. Donbass-Opera will present two performances at the Bolshoi Theatre in Moscow for the first time. Residents and guests of the Russian capital this weekend will be able to see the ballet “Peer Gynt” and the opera “Sir John in Love”.

 

Since the beginning of 2022, the Ombudsman received 22820 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
