This week was marked by following key events.

Across the front line, attempts by Ukrainian terrorist groups to go on the offensive continue. Our defenders repel all attacks and counterattack. The enemy suffers losses and suffers defeats.

On June 11, 94 Russian servicemen were released from Ukrainian captivity through negotiations. 13 of them are defenders of the Donetsk People’s Republic. As soon as the doctors allow, they will be able to return to the territory of the Republic, where they will be provided with qualified assistance in issues of restoring documents and undergoing rehabilitation.

It should be noted that it was legal assistance to participants in a special military operation that became one of the topics raised by Russian President Vladimir Putin during a meeting with Russian military correspondents. On the same day, the President signed a law on the provision of free legal assistance from the state to both the participants of the SMO and the militias who have been fighting in Donbass since May 11, 2014. Also, according to the document, family members of militias and members of the special operation can apply for free legal assistance.

At the same meeting, it was announced that the authorities of the Russian Federation would consider the possibility of taking into account dangerous conditions in the issue payroll calculations for doctors working in cities in the SMO zone that are under shelling.

Our defenders are supported not only by the authorities, but by the public as well. On June 14, on the occasion of World Donor Day, residents of the Republic took part in a charity event to donate blood in Donetsk. In total, about 12 litters of blood were donated. It will be sent to wounded servicemen and civilians of the Republic.

Another important event was the start of issuing foreign passports for citizens of the Russian Federation in the DPR. Reception of documents for a passport is carried out so far only in Donetsk at the address: Fedor Zaitsev Street, 46B.

Previously, residents of our region could obtain such a document only on the territory of other subjects of the Russian Federation.

 

Since the beginning of 2023, the Ombudsman received 11083 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centers).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
