The current week was marked by several significant events for the residents of the Republic.

On the morning of December 15, criminals from the ranks of the armed formations of Ukraine fired 40 shells from the MLRS “Grad” at the Voroshilovsky district of Donetsk. This shelling of the city centre was the most massive since 2014. This terrorist attack is nothing less than a sign of desperation and the inability of the AFU to confront our defenders on the battlefield. The criminals take out their military failures on the civilian population.

However, the desperate attempts of Ukrainian militants to oppose our fighters are failing. The military personnel of the Russian Federation and the DPR successfully carried out offensive operations in the Donetsk People’s Republic, during which the main part of the settlement of Vodyanoye, which is located near Avdeyevka, was taken under control by the forces of the SMO. At the moment, our defenders are actively continuing measures to liberate Donbass on all front lines, step by step destroying the forces of terrorists.

At the same time, for security reasons, the Acting Head of the DPR, Denis Pushilin, instructed to transfer civil servants and employees of enterprises of all forms of ownership to remote work as much as possible in accordance with the Labor Code of the Russian Federation until further notice.

However, despite all the attempts of the enemy to destroy the lives of civilians, Donbass continues to develop rapidly. In many ways, this is facilitated by the economic and humanitarian assistance provided by the Russian Federation. So, this week, the thousandth transport convoy of the Russian MES arrived with humanitarian aid. The 156-ton cargo included children’s kits and essential goods.

Another important event of the week was the start of the formation of territorial branches of the Bank of Russia in the DPR. Corresponding changes have already been made to the structure of the bank. This initiative is of great economic importance for the Republic, because the Bank of Russia is the issuing and monetary regulator of the country, developing and implementing, in cooperation with the Government of the Russian Federation, a unified state monetary policy and endowed with special powers, in particular, the right to issue banknotes and regulate the activities of banks.

 

Since the beginning of 2022, the Ombudsman received 31237 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
