This week, 14 defenders of the Donetsk People’s Republic, released from Ukrainian captivity on December 31, 2022, returned home. On the territory of other regions of the Russian Federation, our soldiers were provided with priority medical assistance. Now the defenders will undergo rehabilitation in the medical institutions of Donbass.

Also, our servicemen demonstrate successes at the front. Thanks to the decisive actions of the SMO forces, it was possible to liberate and completely take control of the strategically important city of Soledar in the DPR. At the moment, activities are being completed to clean up the surrounding areas from the Ukrainian miltants.

Another important event for Donbass was the personnel reshuffle in the leadership of the SMO. Thus, Army General Valery Gerasimov, Chief of the General Staff of the Russian Armed Forces, was appointed Commander of the Joint Group of Forces. This decision is connected with the expansion of the scale of tasks solved in the course of the SMO, the need to organize closer interaction between the branches of the troops, and to increase the efficiency of command and control.

Successes at the front are supported by successes in the socio-cultural sphere of the Republic. Thus, more than 200 cultural institutions have already begun to carry out their activities in the liberated territories of the DPR after registration in the legal field of the Republic. In particular, four museums, 10 educational institutions in the field of culture and art, 96 clubs and 100 libraries have started operating in the de-occupied cities and regions.

At the same time, the restoration of objects affected by terror by the AFU is being actively carried out. Not only destroyed housing is being rebuilt, but infrastructure as well. At the end of the year, traffic is open at all bridges that were planned to be renovated.

Such news inspires optimism and hope for a speedy revival of our region after the victory over the enemy.

 

Since the beginning of 2023, the Ombudsman received 498 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
