The following significant events for the residents of the Republic took place this week.

On the Artemovsky and Krasnolimansky directions, the Ukrainian military were defeated in an attempt to attack the positions of Russian military personnel. At the same time, the armed forces of the Russian Federation continue to take active steps to liberate Donbass from Ukrainian militants.

Trying to compensate for the failures at the front, representatives of the AFU carry out indiscriminate shelling of the cities of the Republic. The main goal of such strikes is to cause as much harm as possible to the civilian population. Thus, the shelling of Gorlovka by the Kiev soldiers that took place on July 12, claimed the life of fireman Sergei Bondin. He died in the line of duty as a result of attack on the fire and rescue unit. We express our sincere condolences to family and friends of the dead.

In conditions of active hostilities, it is more important than ever for the civilian population to see support from the state. To this end, Russian President Vladimir Putin signed the Law, according to which, until January 1, 2026, activities to return overdue debts to credit and microfinance organizations of residents of the territories of the DPR, LPR, Zaporozhye and Kherson regions are completely prohibited for obligations that arose before September 30, 2022.

Another significant event of the week was the celebration of Family, Love and Faith Day. On July 8, Acting Head of the DPR Denis Pushilin awarded exemplary families of the Republic with insignia “For Merit in Raising Children”. Among the awardees are families from Donetsk, Gorlovka, Shakhtyorsk and Torez.

Also on July 12, a solemn awarding of the 12 best graduates of the Donetsk State Medical University named after Gorky with awards from the Charitable Foundation named after Vladimir Ilyich Nekrasov. Working since 2015, this fund is aimed at supporting doctors, including by providing grants to talented young professionals. In just eight years of cooperation, awards were given to 82 graduates of the medical university.

 

Since the beginning of 2023, the Ombudsman received 12948 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centers).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
