News Overview of the social and humanitarian situation

The current reporting period had the following significant events.

On April 7, terrorists from the ranks of the AFU committed a crime against the civilian population of the DPR, inflicting an artillery strike on the centre of Donetsk. As a result of the targeted strike, one person was killed and 16 were injured.

This war crime is nothing more than another cowardly attempt by Kiev to avenge the defeats on the battlefield. The SMO forces are advancing on the enemy along the entire front line. At the moment, active actions are being carried out to encircle the city of Avdeevka, and in the Artemovsk direction, Russian troops already control 80 percent of the city, pushing the AFU militants to the outskirts.

Another victory, but already diplomatic, was that 106 Russian servicemen returned home from Ukrainian captivity. There are 34 defenders of the Republic among them, our countrymen. At the moment, the fighters are receiving first highly qualified medical care on the territory of other subjects of the Russian Federation, and after that they will come home for rehabilitation.

Another important humanitarian event was the decision of the State Duma of the Russian Federation to simplify the procedure for recognizing participants in a special military operation as missing. First of all, this is necessary to protect the rights of their families, widows and children, as it will help speed up the procedure for receiving special payments and the entry of relatives of the deceased into inheritance. The law was adopted unanimously by 406 deputies present at the meeting.

Its provisions will apply to cases arising from February 24, 2022. The document has now been sent to the Federation Council for consideration. The document will enter into force 30 days after its official publication.

It is impossible not to mention the celebration of one of the most important Christian holidays – Easter. Unfortunately, the situation in connection with the regular and targeted shelling of the civilian population by the AFU remains tense. In this regard, the Ombudsman urges citizens to be responsible for personal safety and avoid mass gatherings of people even on this holy day. Remember, there is nothing more important and valuable than human life!

 

Since the beginning of 2023, the Ombudsman received 7296 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
