The current week was marked by several significant events.

Thus, on May 7, for the first time since the start of the special operation, the exchange of bodies of dead servicemen between the DPR and Ukraine was carried out. This action inspires cautious hope for further steps on the part of Kyiv to establish other humanitarian measures between the states, since a large number of AFU military personnel are still buried on the territory of the DPR.

This issue is especially relevant against the backdrop of an increasing number of settlements of the Republic, liberated during the special operation. The coalition troops have already established full control over 184 settlements that were previously occupied by the AFU.

In turn, the population of the settlements that have returned to their home is actively striving to help their defenders. Thus, over 400 rescuers from the liberated territories have already joined the DPR Ministry of Emergency Situations. 13 fire and rescue units have already been created in Mariupol, Volnovakha, Khlebodarovka, Novotroitsk, Mangush, Yalta, Volodarskoye and Talakovka.

Unfortunately, the situation in the cities of the Republic, which are subjected to incessant shelling by the AFU, remains difficult, even on such sacred holidays for all the peoples of the former USSR as the Victory Day. Thus, in the course of rocket and artillery attacks by the AFU on May 9 and 10 in Donetsk, Gorlovka and Dokuchaevsk, four civilians were killed, 17 sustained injuries of varying severity.

However, in spite of everything, the Republic still honoured the memory of its ancestors-liberators. The Victory Day symbolically was returned to Mariupol. The main celebrations were held in the Primorsky district in the west of Mariupol: eternal fires were lit at the monument to the “Victims of Fascism” and the Liberator Soldier; a 300-meter St. George ribbon was deployed in Nakhimov Avenue.

Another significant date for the DPR was the celebration of Republic Day. Stars of Russian pop and cinema came to congratulate the residents of Donbass on the eighth anniversary of the formation of the DPR.

In addition, solemn meetings were held in cities and regions. The heads of municipalities awarded their compatriots with diplomas and thanks. They were marked by the best employees of institutions and enterprises, social activists.

Also an important event was the opening of a memorial to the first Head of the Donetsk People’s Republic, Hero of the DPR Alexander Zakharchenko in Shakhtyorsk. The monument is located near the city administration building in the city centre. It was there, in the summer of 2014, that the field headquarters of the DPR militia was located, from where Alexander Zakharchenko personally commanded the operation on the liberation the city from the armed formations of Ukraine.

The past week was not without foreign policy events. Thus, the opening of the first DPR embassy in Russia is officially scheduled for June this year. Embassy staff, with the assistance and support of the Ministry of Foreign Affairs of the Russian Federation, has already been trained at the Diplomatic Academy of the Ministry RF MFA and has received the necessary knowledge and practical skills for their work.

But all this is just one of the many steps that our young and recognized state has yet to take on the path to prosperity and development.

 

Since the beginning of 2022, the Ombudsman received 8801 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbas citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
