The operation on the liberation of Donbass continues. According to the latest data, 266 settlements, including Gladosovo, have been liberated by the joint forces of the SMO in the DPR. Fighting is underway in the vicinity of Slavyansk and in the cities of Artemovsk and Avdeevka.

Unfortunately, feeling the inevitable defeat and having neither the opportunity nor the courage to fight the defenders of Donbass, militants from the armed formations of Ukraine prefer to strike at the civilian population and civilian infrastructure. Moreover, chemical industry facilities are under artillery strikes. Thus, as a result of the shelling of the Donetsk brewery by Ukrainian militants, an ammonia leak occurred, as a result of which one person died, and four people were injured. In fact, this is the first case of shelling by the Ukrainian army of a civilian object in the DPR, as a result of which a leak of poisonous substances occurred.

However, committing monstrous and anti-human crimes is not a new phenomenon for the Kyiv regime. Employees of the DPR Ministry of Emergency Situations of are still clearing the territory of the Republic from mines PFM-1 prohibited by the Ottawa Convention, scattered by the AFU in residential areas. To date, more than 19,000 of the above-mentioned mines of remote mining have already been cleared. For all time, 37 people have already been injured during the detonation of these explosive devices in the DPR. One of the victims died.

The AFU crimes against the civilian population are also recognized by international human rights organizations. Thus, Amnesty International, in its report on the SMO acknowledged that the Ukrainian military endangers the civilian population by creating bases and deploying weapons in residential areas, including schools and hospitals. The speakers noted that such actions violate international humanitarian law, as they turn civilian objects into military targets.

However, despite the regular shelling by the AFU, our Republic continues to live and develop. So, last week, the Donbass Development Corporation was created by the Decree of the Government. The activities of this organization will be aimed at ensuring a high rate of restoration and development of the socio-economic potential of the Republic. Also, the task of the corporation will be to ensure effective interaction between the state and private investors, investment funds and development institutions for the implementation of various projects.

Since the beginning of 2022, the Ombudsman received 19042 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
