News Overview of the social and humanitarian situation

The current week was marked by several significant events for the Republic.

The active offensive of the united forces continues in all directions of the front of the Republic. So, after heavy fighting, one of the key settlements in the Ugledar direction, Pavlovka, was liberated. Our defenders are advancing in the areas of Andreevka, Belogorovka, Artemovsk, Bakhmutsky, Vremevka, Zelenopolye, Soledar, Mayorsk, Maryinka, Nevelsky, Novobakhmutovka, Pervomaisky, Yakovlevka.

Another important day for the Republic was the return home of another 15 DPR defenders who were released from Ukrainian captivity during the prisoner exchange took place on November 3. At the moment, the fighters receive the necessary medical care, as well as undergo rehabilitation. Unfortunately, as a result of torture and beatings, almost everyone has health problems.

All these crimes are documented, and the guilty representatives of the AFU will be punished. In this context, significant news is the signing by the Prosecutor General of the Russian Federation of an order on the formation of the prosecutor’s offices of the DPR, LPR, Kherson and Zaporozhye regions. This will significantly speed up the investigation and collection of evidence of crimes in order to bring the perpetrators to justice.

Another important initiative was the joining of the largest in Russia volunteer search and rescue squad of the LizaAlert association to search for missing children in the zone of the Special Military Operation. This volunteer association will interact with the humanitarian headquarters “Detyam – v ruki.” The Institute of the Commissioner for Children’s Rights in the Russian Federation intends to join the search processes.

The week was not without significant social and cultural events. So, it became known about the beginning of the development of a program of cultural interaction between the DPR and Syria. At the moment, a program is being developed for the mutual reception of theatre and concert organizations. Also, a trip of representatives of the sphere of Donbass and the SAR in order to exchange experience is expected before the end of the year.

 

Since the beginning of 2022, the Ombudsman received 28088 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
