News Overview of the social and humanitarian situation

This week was marked by following important events for the Republic.

During the exchange, which took place on February 4, seven defenders of the Republic were released from Ukrainian captivity. All fighters are from among the mobilized. On the territory of one of the constituent entities of the Russian Federation, our soldiers were provided with first medical care. Now they are returning to the DPR, where they will undergo rehabilitation in republican medical institutions.

At the same time, the liberation of the Republic from Ukrainian terrorists continues. The defenders of Donbass are conducting offensive operations along the entire front line, gradually pushing the enemy out.

However, the enemy does not leave attempts to conduct subversive activities inside Donbass. In order to counter such threats, the Anti-Terrorist Commission and the Operational Headquarters have been created in the DPR. The first was headed by the Acting Head of the Donetsk People’s Republic Denis Pushilin, and the head of the Directorate of the Federal Security Service of the Russian Federation for the Donetsk People’s Republic, Major General Oleg Bolomozhnov, was appointed head of the headquarters.

The established departments are entrusted with the task of coordinating the activities of the territorial bodies of the federal bodies of the DPR, the prevention of terrorist and extremist manifestations. Also, the commission and headquarters will be engaged in the planning and use of forces and means of law enforcement agencies, ministries and departments to combat terrorism and manage counter-terrorism operations.

Another significant event was the Constituent Assembly of the regional branch of the international public organization “World Russian People’s Council” held in Donetsk. It should be noted that it operates under the leadership of the Primate of the Russian Orthodox Church, Patriarch of Moscow and All Rus’ Kirill, and is the largest Russian public forum.

The treasury of cultural victories of the Republic has also been replenished. Honoured Artists of the DPR Natalya Kachura and Margarita Lisovina, performers of the national anthem “Donbass behind us”, were awarded the Russian music award “Golden Gramophone”.

 

Since the beginning of 2023, the Ombudsman received 2718 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
