The next key events that took place this week should be highlighted.
Despite attempts by Ukrainian terrorist groups to go on the offensive, our defenders valiantly repel the attacks. The enemy is suffering defeats along the entire contact line, both in Donbass and in the northern and southern directions.
The Zelensky regime is habitually trying to compensate for its powerlessness on the battlefield by targeted strikes at peaceful neighbourhoods, civilian and critical infrastructure. Thus, as a result of the criminal actions of Ukrainian militants, the largest environmental disaster in recent history occurred. Armed formations of Ukraine attacked the Kakhovka hydroelectric power plant, which led to the complete destruction of the dam, followed by an uncontrolled release of water. 80 settlements fell into the flood zone. The population of Kherson and Zaporozhye regions will feel the negative consequences of the incident for a long time to come.
However, despite Ukraine’s cynical attempts to intimidate the population of Russia’s new regions, the process of integration and reconstruction is only gaining momentum. This week, the first mortgage loan was issued for the purchase of an apartment in the DPR. The Russian bank “Promsvyazbank” has already created the necessary infrastructure for mortgage lending in new regions. The most important step for the development of this area will be the housing construction program, which is under development at the Ministry of Construction of the Russian Federation. After the launch of the program, residents of new regions will be able to take advantage of preferential mortgages at a rate of no more than 2%.
Social and cultural events are also being actively implemented. In particular, the Donetsk Republican Universal Scientific Library named after N.K. Krupskaya held a book and reading festival “Reading Republic” on the occasion of the Russian Language Day.
The Republic is also preparing for the Day of Russia. Given the importance of the holiday, June 12 is declared a day off. In turn, the Ombudsman calls on citizens to pay attention to the increased threat of shelling from the AFU on holidays and be very careful. Take care of yourself and loved ones.

2. Register of displaced persons and affected citizens
At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centers).
In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
