The overview of the current social and humanitarian situation in the territory of the Donetsk People`s Republic as a result of hostilities in the period 03 and 09 December 2022

News Overview of the social and humanitarian situation

This week, the Republic, unfortunately, has experienced a number of tragic events.

The militants of the armed formations of Ukraine committed another act of genocide against the civilian population of Donbass. On December 5-6, as a result of shelling from Ukrainian rocket artillery of the central part of Donetsk, eight civilians were killed, more than 20 people were seriously injured. The terrorists deliberately fired missiles at the city center at lunchtime, when the streets were most crowded. This bloody provocation, unfortunately, was not the first in recent weeks, and, like the previous ones, was left without the attention of international organizations and the media.

Among the victims of these shellings is Maria Pirogova, a volunteer and deputy of the DPR People’s Council. In Parliament, the girl was the secretary of the committee on foreign policy, international relations, information policy and information technology. Posthumously she was awarded the Order of Courage by the Decree of the President of the Russian Federation Vladimir Putin.

Today, representatives of the Russian Federation intend to report to the UN Security Council about the massive shelling of the civilian population of Donbass by Ukrainian militants, the focus will be on the events of the current week.

Another act of man-made terrorism by the AFU was the targeted shelling of the Stirol chemical plant in Gorlovka. As a result of the impact, the warehouse with sulfur caught fire. Fortunately, the accident did not affect more dangerous industries and did not lead to negative consequences for the life and health of Gorlovka residents.

There is only one explanation for all these acts of genocide by the AFU – monstrous and irreparable losses at the front. Thus, our servicemen successfully carried out offensive operations in the Donetsk People’s Republic, during which the settlement of Yakovlevka passed under the full control of the Russian Armed Forces. At the moment, our defenders are actively continuing measures to liberate Donbass on all front lines, step by step destroying the forces of terrorists.

Since the beginning of 2022, the Ombudsman received 30679 complaints.

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
