This week has become historic for Donbass. The joint forces of the DPR, LPR and the Russian Defense Ministry completely liberated the entire territory of the Luhansk People’s Republic from the militants of the Armed Forces of Ukraine.

In turn, the special operation is also actively taking place on the territory of the Donetsk People’s Republic. According to the latest data, 241 settlements have already been liberated in the DPR, including the settlement Spornoye. Fighting is underway in the vicinity of Slavyansk.

Due to constant defeats on all fronts, the militants of the armed formations of Ukraine continue to take out their powerlesness and failures on the civilian population of Donbass. Unfortunately, children are becoming more and more victims of terrorists. Thus, as a result of fire on the peaceful cities of the Republic by the AFU, four children were killed during the current week, and another 17 sustained injuries of varying severity. These crimes will not go unpunished, and the perpetrators will receive the punishment they deserve.

At the same time, the Ombudsman calls on citizens living in the shelled territories to take all precautionary measures and, if necessary, evacuate to the Russian Federation until the situation improves. To this end, the state provides all kinds of support to the population. Thus, children from the front-line and liberated regions of the DPR will be able to visit the main resorts of Dagestan. This trip was organized as part of the project ‘Yarkoye detstvo’.

Also, about a hundred orphans and children deprived of parental care from the DPR applied for Russian citizenship under a simplified procedure. So far, 14 children have received Russian passports. This became possible after the Decree of the Russian President Vladimir Putin.

Another important event of the past week was the Decree of the Head of the DPR, according to which, after demobilization, students of the Donetsk People’s Republic will be able to study at the universities of the Republic for free. This step, along with the decision of the Government of Russia, according to which students from Donbass will be able to enter any Russian higher educational institutions within the quota established by the Government, will allow young specialists to realize themselves in the civil sphere at the highest professional level after completing the SVO.


Since the beginning of 2022, the Ombudsman received 15621 complaints.

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.


2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
