Ukrainian militants continue to make unsuccessful attempts to attack the positions of the Armed Forces of the Russian Federation. However, Russian servicemen confidently hold the lines in the directions of Soledar and Artemovsk, and continue to undertake offensive actions to liberate Donbass.

Representatives of the AFU traditionally vent anger on civilians because of defeats on the battlefield, regularly carrying out massive shelling at the settlements of the Republic. On the evening of July 4, a monstrous attack was done to the Chervonogvardeisky district of Makeyevka, which led to an unprecedented number of civilian casualties and destruction. As a result of the shelling, one person was killed and another 68 (!), including three children, sustained injuries of varying severity. More than 50 objects (!), including medical and educational institutions, were damaged or destroyed.

Despite the difficult military situation in the region, the Republic continues to actively develop in many important areas. Thus, on July 4, the Acting Head of the DPR, Denis Pushilin, and the Minister of Construction, Housing and Communal Services of the Russian Federation, Irek Fayzullin, signed a cooperation agreement. This step is primarily aimed at creating favourable conditions for the development of housing construction in the territory of the Republic.

An equally significant event of the week was the signing on July 5 of an agreement between the DPR and the Association of Lawyers of Russia in order to accelerate legal integration, as well as improve the legal culture of the Republic. This document, in particular, provides for the participation of representatives of the association in the development of regional legal acts and the training of legal personnel.

Among other things, an important innovation was the creation in the DPR of a regional branch of the All-Russian public-state organization “Assembly of the Peoples of Russia”. This initiative will have a positive impact on the strengthening and development of ties between the peoples of multinational Russia.

And the brightest cultural event of the week was the Scarlet Sails holiday, which brought together the best graduates of new regions of the Russian Federation in Mariupol. The event was attended by about 200 children, as well as representatives of the education system.

 

Since the beginning of 2023, the Ombudsman received 12461 complaints.

 

  1. Death toll and injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbass citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

 

2. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centers).

In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
