This week in the Republic was marked by several significant occasions.
On 7 April inhabitants of the Republic celebrated the Day of the Proclamation of the DPR. That day, 6 years ago in the conference room of the Government House representatives of the administrative subdivisions of the Donetsk province, the Supreme Council and the United People’s committee of Donbas adopted the Declaration on the DPR sovereignty and the Act on the proclamation of independence. Our young state as well as 6 years ago meets this day at a difficult time, requiring the rallying and will to win. Despite the pandemic of the COVID-19 coronavirus , fortitude of the Donbas people, its skills to get over hardships and to fight have to be the main weapon against spreading of the epidemic in the Republic.
At the moment, 13 cases with the infection of the COVID-19 were documented in the DPR. Patients’ conditions are satisfactory, there aren’t deteriorations of health. No fatal cases because of the coronavirus were fixed in the territory of the DPR.
According to this and also to the fact of necessary implementation of requirements of the Order by the Head of the Donetsk People’s Republic, the DPR MIA organized screening persons, who are under the observation, and also trade enterprises for the offences of the fixed measures in the Republic aimed at the combating with the coronavirus infection. Such actions took place in exceptional cases as a forced and necessary measure towards unconscious citizens, whose actions pose a threat to the spread of the viral infection.
Moreover, the staff of the DPR MES started the disinfection and special treatment of living accommodations, territories and vehicles, where inhabitants could have direct contact with the people, infected with COVID-19.
Also, the Republic has introduced a range of restrictions in several spheres of entrepreneurship because of the high-alert status, connected with the coronavirus pandemic , the DPR Head Denis Pushilin told about measures, which may be adopted for the supporting of entrepreneurs. In particular, it is planned to temporarily suspend the obligation of the payment of rent by citizens for the premises during the quarantine. Meanwhile, owners of premises will get compensation for the losses at the State’s expense. These actions should encourage minimization of the consequences of the influence caused by the epidemic on the economy of the Republic, and also on the welfare of citizens.

The Ombudsman continues attentively explore and monitor current situation in the Republic, also calls citizens for being careful and follow the essential sanitary-epidemiological norms.
Since the beginning of 2020, the Ombudsman received 1407 complaints.
All received complaints can be divided into nine categories: personal rights – 348 complaints, economic rights – 57 complaints, social rights – 192 complaints; guarantees of human rights in civil, administrative and criminal proceedings – 180 complaints; enforcement of human rights in penitentiary institutions – 40 complaints; enforcement of rights in the field of education – 1 complaint; enforcement of rights in the field of healthcare – 25 complaints; enforcement of rights of mothers, children and families – 15 complaints, issues connected with the political and military situation in DPR – 549 complaints.
- Death toll, injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic
The DPR Ombudsman’s Office documents cases of violations of Donbas citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.
Within the period between 5 and 9 April, six DPR servicemen sustained injuries of varying severities as a result of armed aggression by Ukraine.
On 9 April, a young woman, born in 1995, died in the settlement Shiroka Balka. A drone of the AFU dropped mines at the address: st. Plotinna, 166. A civil man, born in 1960, also sustained penetrating minor injury, multiple shrapnel wounds of the chest and neck.
Within the period between 4 and 10 April 2020, 6 servicemen sustained injuries of varying severities in the territory of the DPR as a result of armed aggression by Ukraine.
Within the period between 1 January and 10 April 2020, 42 people, including 28 DPR servicemen and 14 civilians (including 1 child and 5 women) sustained injuries and traumas of varying severities as a result of armed aggression by Ukraine.
Within the period between 4 and 10 April 2020, 1 civil woman died in the Donetsk People’s Republic.
Within the period between 1 January and 10 April 2020, 13 DPR servicemen and 3 civilians died as a result of armed aggression by Ukraine in the territory of the DPR.
To be specific, since the beginning of the armed conflict 4911 people died, including 81 children.
Officially confirmed information on individuals, who have been wounded since the beginning of the conflict continues to be reported to the Ombudsman’s Office in the DPR.
- Register of the prisoners of war, missing soldiers andcivilians
During the reporting period the DPR Ombudsman’s Office received no statements of detention.
Based on the updated figures as of 10th April 2020, there are 115 people detained by the Ukrainian side.
Information about 115 persons is either absent, or clarifiedby the Ukrainian side;
Detention of 11 persons is confirmed by the Ukrainian side.
On 10 April 2020, 468 people are considered missing. They could have been taken prisoner in Ukraine.
- Register of displaced persons and affected citizens
At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, social housing objects (dormitories, preventative clinics, health care centers).
With the coming into force of the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, Territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
There are currently 956 accommodation places in the Donetsk People’s Republic available for citizens of this category. 65 social housing objects have been opened in the territory of DPR. 54 of them operate, 11 of them are held in reserve. Since the beginning of the conflict, 7038 people, including 1618 children have been registered as persons affected as a result of the conflict. Currently, 2160 people live in social housing objects of the Donetsk People’s Republic, including 394 underage children, 4878 people live in the housing fund, including 1224 children.
