This week in the Republic was marked by several significant occasions.

Unfortunately, the pandemic of the coronavirus COVID-19 made it to the Republic. Thus, the Ministry of health of the DPR documented two laboratory-confirmed cases of the coronavirus. The DPR Head Denis Pushilin, in this regard, introduced additional measures on strengthening the regime of the state of readiness. Now citizens, arriving in the Donetsk People’s Republic from the Russian Federation or the Luhansk People’s Republic, and also people who live with them have to be on self-isolation for 14 days. It is necessary with the appearance of first respiratory symptoms to seek immediately medical attention at home without visiting any health institutions.

Also, within the period up to 17 April 2020 citizens aged over 65 have to observe the regime of self-isolation, except for persons, the presence of whom at work is crucial. There will be an operational interaction and targeted social assistance with citizens who are on self-isolation, including their requests, which are coming to the hotline.

Holding the entertaining, cultural, athletic and other events, including ones in malls, parks and other areas of large civilian concentrations is prohibited until the end of the quarantine period. After 18:00 work of all catering services, including cafes and restaurants is prohibited, except for take-out service and delivery.

Citizens have to keep the social distance at least one meter in public places. Managers of authorities and enterprises of all forms property have to ensure observing the social distance among all inhabitants, including employers.

Moreover, the MIA, the MSS and public body, conducting the state sanitary-epidemiological oversight, is delegated to identify persons, who don’t observe requirements of self-isolation and other restrictions, acting for the period of the state of readiness.

The MES units of the DPR hold the special treatment of vehicles to prevent the import of new coronavirus infection in the Republic from 2 April at all international checkpoints with the Russian Federation and customs posts with the Luhansk People’s Republic.

The Ombudsman recalls to citizens that there is hotline aimed at the countering with the coronavirus in the Republic. Thus, if there are fist symptoms of the coronavirus infection, it is necessary to address to the next phone numbers: (062) 303-27-72, for calls from phones with the operator “Phoenix” – 277. Citizens will get a consultation and detailed instruction of further actions.

Meanwhile, despite the difficult situation and restricted measures at enterprises, institutes, organizations, which are governed by the Ministry of Culture, it was decided to arrange activities of cultural institutions in online-format. The educated project Portal – “Culture of Donbas”, in this regard, was presented. The Portal accumulates the most topical information in the sphere of culture and art. Citizens of the Republic may view with the interesting facts, online-events, etc.

The Ombudsman continues attentively explore and monitor current situation in the Republic, also calls citizens for being careful and follow the essential sanitary-epidemiological norms.

 

Since the beginning of 2020, the Ombudsman received 1338 complaints.

All received complaints can be divided into nine categories: personal rights – 313 complaints, economic rights – 56 complaints, social rights – 182 complaints; guarantees of human rights in civil, administrative and criminal proceedings – 173 complaints; enforcement of human rights in penitentiary institutions – 40 complaints; enforcement of rights in the field of education – 1 complaint; enforcement of rights in the field of healthcare – 21 complaints; enforcement of rights of mothers, children and families – 15 complaints, issues connected with the political and military situation in DPR – 537 complaints.

 

  1. Death toll, injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic

The DPR Ombudsman’s Office documents cases of violations of Donbas citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.

On 27 March, two DPR servicemen, born in 1971 and 1988, sustained injuries of varying severities as a result of armed actions in the settlement of Kominternovo.

On 28 March a civil woman, born in 1931, sustained incompatible with life injuries, as a result of the shelling of the settlement of Staromykhailivka by the AFU.

On 29 March, a serviceman of the Republic, born in 2000, sustained a gunshot wound, as a result of the shelling of the settlement of Bezimenne by the AFU.

On 31 March, a DPR serviceman died, as a result of armed actions in the area of the settlement of Staromykhailivka.

Within the period between 28 March and 2 April 2020, 3 servicemen sustained injuries of varying severities in the territory of the DPR as a result of armed aggression by Ukraine.

Within the period between 1 January and 2 April 2020, 37 people, including 24 DPR servicemen and 13 civilians (including 1 child and 5 women) sustained injuries and traumas of varying severities as a result of armed aggression by Ukraine.

Within the period between 28 March and 2 April 20201 serviceman and 1 civil woman died in the Donetsk People’s Republic.

Within the period between 1 January and 2 April 2020, 11 DPR servicemen and 2 civilians died as a result of armed aggression by Ukraine in the territory of the DPR.

To be specific, since the beginning of the armed conflict 4908 people died, including 81 children.

Officially confirmed information on individuals, who have been wounded since the beginning of the conflict continues to be reported to the Ombudsman’s Office in the DPR.

 

  1. Register of the prisoners of war, missing soldiers andcivilians

During the reporting period the DPR Ombudsman’s Office received no statements of detention.

Based on the updated figures, as of 3rd April 2020, there are 126 people detained by the Ukrainian side.

Information about 116 persons is either absent, or clarified by the Ukrainian side;

Detention of 10 persons is confirmed by the Ukrainian side.

This week the Ombudsman’s Office received two complaints of missing people:

  • a man, born in 1972, disappeared in Gorlovka on 14.08.2014;
  • a man, born in 1986, disappeared during armed actions in Ilovaisk in August 2014.

On 3 April 2020 468 people are considered missing. They could have been taken prisoner in Ukraine.

 

  1. Register of displaced persons and affected citizens

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, social housing objects (dormitories, preventative clinics, health care centers).

With the coming into force of the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, Territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.

There are currently 958 accommodation places in the Donetsk People’s Republic available for citizens of this category. 65 social housing objects have been opened in the territory of DPR. 55 of them operate, 10 of them are held in reserve. Since the beginning of the conflict, 7072 people, including 1621 children have been registered as persons affected as a result of the conflict. Currently, 2161 people live in social housing objects of the Donetsk People’s Republic, including 394 underage children, 4911 people live in the housing fund, including 1227 children.
