This week was marked by several significant occasions.
A human, his rights and freedoms are always proclaimed as the highest value in the constitutions of all civilized states. Human rights are the foundation on which it is possible to build a truly just and humane world. In this context, it is necessary to note the importance of the work of international human rights organizations, among them the United Nations High Commissioner for Human Rights (hereinafter OHCHR), which monitors the observance of human rights and freedoms all over the world. Ukraine was no exception, the situation in which was described in the 30th-anniversary report of OHCHR. In this document, OHCHR specialists for the first time recorded the incidents related to attacks on civilian objects in Donbas by the Armed Force of Ukraine, as well as the impact of the COVID-19 coronavirus pandemic on the human rights situation.
It is symbolic that the OHCHR report on the situation in Ukraine was released on the International Day of Peace, which, despite some difficulties, has recently been observed by the parties on the Contact Line. The Human Rights Ombudsman in the DPR Daria Morozova discussed this and many other things during a meeting with students of the Center for youth diplomacy “LEGATUS”.
This format of meetings of officials with young people plays an important role in the context of patriotic education, as well as in building feedback between the authorities and society. One of the striking examples of such communication is the Direct Line with the Head of the DPR Denis Pushilin, which took place on 22 September. In the course of the conversation, the Head answered on the most acute questions of the inhabitants of the Republic live.
Another important and the already international event was the visit of the DPR delegation to the Republic of South Ossetia. In particular, representatives of the DPR took part in the celebrations on the occasion of the Day of the Republic of South Ossetia. The delegation was headed by the chairman of the People’s Council of the DPR Vladimir Bidevka.

Thus, the national team of athletes from the Donetsk People’s Republic became the winner of the superfinal of the all-Russian championship “Race of Heroes”, which took place in the Moscow region on 19 September.
The competitions were held in the format battles of “platoons” of 10 people. The athletes were faced with the task to overcome the distance equipped with 32 obstacles and come to the finish line first. Also, the team from the DPR entered the top ten best athletes in the athletic race.
Unfortunately, in addition to the bright and eventful events in public life for residents of the Republic, there is also a reason for caution. The recent increase in the number of cases of coronavirus COVID-19 in the world may indicate an exacerbation of the epidemiological situation. In this regard, the Human Rights Ombudsman in the DPR calls on citizens to be as careful as possible and to take responsibility for their health, as well as to comply with the necessary sanitary and epidemiological standards.
The Ombudsman continues to attentively explore and monitor the current situation in the Republic, also call citizens for being careful and follow the essential sanitary-epidemiological norms.
Since the beginning of 2020, the Ombudsman received 4312 complaints.
All received complaints can be divided into nine categories: personal rights – 1930 complaints, economic rights – 156 complaints, social rights – 599 complaints; guarantees of human rights in civil, administrative and criminal proceedings – 394 complaints; enforcement of human rights in penitentiary institutions – 103 complaints; enforcement of rights in the field of education – 14 complaints; enforcement of rights in the field of healthcare – 114 complaints; enforcement of rights of mothers, children and families – 35 complaints, issues connected with the political and military situation in DPR – 967 complaints.
- Death toll, injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic
The DPR Ombudsman’s Office documents cases of violations of Donbas citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.
Within the period between 19 and 25 September 2020, in the territory of the Republic, no injured and dead people among the civilian population were fixed.
Within the period between 1 January and 25 September 2020, in the territory of the Donetsk People’s Republic, 31 civilians (including 6 children and 11 women) sustained injuries and traumas of varying severities as a result of armed aggression by Ukraine.
Within the period between 1 January and 25 September 2020, in the territory of the DPR, 5 civilians died as a result of armed aggression by Ukraine.
Officially confirmed information on individuals who have been wounded since the beginning of the conflict continues to be reported to the Ombudsman’s Office in DPR.
- Register of the prisoners of war, missing soldiers and civilians
Based on the updated figures as of 25th September 2020, there are about 104 people detained by the Ukrainian side, 362 people are considered missing.
- Register of displaced persons and affected citizens
At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, social housing objects (dormitories, preventative clinics, health care centers).
With the coming into force of the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, Territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
There are currently 924 accommodation places in the Donetsk People’s Republic available for citizens of this category. 64 social housing objects have been opened in the territory of DPR. 55 of them operate, 9 of them are held in reserve. Since the beginning of the conflict, 6934 people, including 1571 children have been registered as persons affected as a result of the conflict. Currently, 2073 people live in social housing objects of the Donetsk People’s Republic, including 371 underage children, 4861 people live in the housing fund, including 1200 children.
