The current week in the Republic was marked by several significant occasions.
The Donetsk People’s Republic, like the rest of the world, celebrates World Children’s Day, a holiday aimed at drawing public attention to legislative norms that ensure the favorable development and formation of the personality of the smallest and least protected inhabitants of the planet. Unfortunately, Donbas knows firsthand how valuable a child’s life is and how painful it is to feel its loss… Despite the long-term and tedious work to create sustainable peace in the region, children continue to suffer from injuries as a result of regular shelling by the AFU. In total, during the years of the armed conflict, 90 children died on the territory of the Republic, deaths, for which any of Ukrainian serviceman has been punished yet.
It is such impunity encourages criminals to continue their bloody deed. Thus, over the past week, the JCCC recorded three cases of attacks by the AFU. The settlements of Novaya Laspa and Dzerzhinskoe were under fire. Only by a happy coincidence of circumstances, there were no casualties among the civilian population. Such provocations near frontline cities directly violate the additional measures of the agreement on an open-ended ceasefire, and also carry the threat of a new round of armed conflict.
Unfortunately, the folk wisdom that “The mine is the second front” once again proves its relevance even in the modern world. Due to the fire that occurred on 17 November 17 at the Skochinsky mine, four miners could not get out during the evacuation. Rescuers from the Ministry of Emergency Situations of the DPR are currently looking for them. Also, engineering survey of mine workings and the installation of sensors for automatic continuous monitoring of methane and carbon monoxide continue. In addition, the condition of the ventilation facilities is being investigated and the rescue area is ventilated.
The situation related to the COVID-19 coronavirus pandemic in the world also remains tense. Despite the difficulties caused by provocations along the Contact Line, as well as the economic blockade by Ukraine, the authorities of the Republic manage to keep the level of epidemiological security at the appropriate level. Thus, from the beginning of the pandemic to the present day, 9621 registered and confirmed cases of COVID-19 infection have been recorded in the DPR. 4218 patients are in treatment, 884 cases are fatal.
However, the past week has not been without good events. Athletes from the DPR triumphantly won 47 medals in swimming competitions in the Russian Federation. The Republic was represented by 35 athletes. Thus, the DPR national team won 20 gold, 14 silver and 13 bronze medals. In total, 400 athletes from the Republic of Crimea, Sevastopol, Krasnodar Krai, Rostov Region, St. Petersburg and Moscow took part in the event.
The Ombudsman continues to attentively explore and monitor the humanitarian situation in the Republic, also call citizens for being careful and follow the essential sanitary-epidemiological norms, in view of the ongoing COVID-19 coronavirus pandemic.
Since the beginning of 2020, the Ombudsman received 4800 complaints.
All received complaints can be divided into nine categories: personal rights – 2067 complaints, economic rights – 194 complaints, social rights – 721 complaints; guarantees of human rights in civil, administrative and criminal proceedings – 451 complaints; enforcement of human rights in penitentiary institutions – 132 complaints; enforcement of rights in the field of education – 16 complaints; enforcement of rights in the field of healthcare – 139 complaints; enforcement of rights of mothers, children and families – 44 complaints, issues connected with the political and military situation in DPR – 1036 complaints.
- Death toll, injuries to civilians and soldiers as a result of hostilities in the territory of the Donetsk People`s Republic
The DPR Ombudsman’s Office documents cases of violations of Donbas citizens’ rights by the Ukrainian side, including the right to life, personal integrity and freedom of movement.
Within the period between 14 and 20 November 2020, in the territory of the Republic, one serviceman of the Republic sustained injuries.
Within the period between 1 January and 20 November 2020, in the territory of the Donetsk People’s Republic, 101 persons sustained injuries and traumas of varying severities as a result of armed aggression by Ukraine: 68 servicemen of the Republic and 33 civilians (including 6 children and 11 women).
Within the period between 14 and 20 November 2020, in the territory of the Donetsk People’s Republic, 1 serviceman died.
Within the period between 1 January and 20 November 2020, in the territory of the DPR, 45 servicemen of the Republic and 5 civilians died as a result of armed aggression by Ukraine.
It should be noted that since the armed conflict began in the Donetsk People’s Republic, 4959 persons, including 90 children died.
Officially confirmed information on individuals who have been wounded since the beginning of the conflict continues to be reported to the Ombudsman’s Office in DPR.
- Register of the prisoners of war, missing soldiers and civilians
Based on the updated figures as of 20th November 2020, there are about 103 people detained by the Ukrainian side:

- Register of displaced persons and affected citizens
At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, social housing objects (dormitories, preventative clinics, health care centers).
With the coming into force of the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, Territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
There are currently 925 accommodation places in the Donetsk People’s Republic available for citizens of this category. 64 social housing objects have been opened in the territory of DPR. 55 of them operate, 9 of them are held in reserve. Since the beginning of the conflict, 6889 people, including 1543 children have been registered as persons affected as a result of the conflict. Currently, 2036 people live in social housing objects of the Donetsk People’s Republic, including 365 underage children, 4853 people live in the housing fund, including 1178 children.
