The Republic started the New Year with foreign economic achievements having closed 2021 with economy growth almost in 20%.
In turn, these dynamics will make it possible to minimize consequences of the armed conflict for lives of citizens, including through increased spending on the social field. This thesis is particular relevant in the context of the residents of Donbass affected by the Ukrainian armed aggression. Thus, the total amount of lump-sum compensation for endangering the life and health of the DPR citizens, caused by the actions of Ukraine, approached to 1 billion rubbles. Over the past year, 301.2 million rubbles were allocated for these purposes.
And this figure will grow, taking into account another round of escalation of the armed conflict by Ukraine. The situation along the contact line remains tense. Within the period between 9 and 14 January, the JCCC observers documented 18 cases of violation of an open-ended ceasefire by the Ukrainian side. In total, 103 pieces of ammunition were fired on the territory of the DPR.
The aggravation of the situation at the front, as well as the lack of progress in the implementation of the Minsk agreements, are forcing the diplomacy of the DPR to create international mechanisms to assist its citizens abroad, thereby once again demonstrating its subjectivity and viability as a state. The authorities of the Republic have already reached agreements on the opening new representative centers in several states in Europe, South and North Asia at once. Only factors related to coronavirus restrictions prevent this process from accelerating.
Fortunately, at the moment a stable decline in the number of cases with coronavirus is recorded, which inspires optimism and hope. Thus, according to official data from the Ministry of Health of the DPR, at the moment 120,275 cases of COVID-19 infection have been recorded in the country. 2098 patients are in treatment, 9376 cases are fatal.
Also, an important event in the life of the Republic was the shipment of the first batch of meat products from LLC “Yenakiyevo Meat-Packing Plant” from the DPR for export to the Russian Federation. Now more than one and a half tons of dry-cured products made in Donbass will become available for Russian consumers. This successful step was made possible thanks to Decree No. 657, signed on November 15 by Russian President Vladimir Putin. Now goods from the DPR and LPR have free access to the Russian markets.
The Ombudsman calls on residents to remain vigilant and comply with the necessary sanitary and epidemiological standards. For personal safety, citizens are encouraged to sign up on the Ministry of Health website to be vaccinated as soon as possible.
Since the beginning of 2022, the Ombudsman received 81 complaints.

At the time of armed conflict, the civilian population living in the zone of fighting and near the contact line is often affected. With the view to protect the human right to life and security of the person, and to provide assistance to victims as a result of armed aggression by Ukraine, there social facilities (dormitories, preventative clinics, health care centres).
In accordance with the Order of the Head of the Donetsk People’s Republic No. 137 of 24.04.2018, territorial commissions in cities and districts are now responsible for accommodating affected civilians. They work under the supervision of the Republican Commission on Resettlement of Affected Persons chaired by the DPR Human Rights Ombudsman.
