THE LIST OF CATEGORIES OF PERSONS ELIGIBLE FOR COMPENSATION FOR THE PURCHASE OF COAL IS EXPANDED

We inform you that by the Decree of the Acting Head of the Donetsk People’s Republic No. 2 dated 20.10.2022 “On Amendments to the Decree of the Head of the Donetsk People’s Republic of August 30, 2019 No. 276 “On the provision of compensation payments for the purchase of solid fuel (coal) for domestic needs to certain categories of persons living in the territory of the Donetsk People’s Republic” the list of categories of persons who can receive compensation for coal for domestic needs has been expanded.

Additionally, the following categories of persons are entitled to receive a compensation payment for the purchase of solid fuel (coal) for domestic needs:

 – Non-working pensioners of state-owned mining enterprises that have not ceased working in their main type of production activity, who are entitled to compensation on the grounds established by paragraph 1 of part 3 of article 20 of Law No. 57-IHC.

 — Pensioners of state-owned mining enterprises in liquidation and state-owned enterprises planned for restructuring and conservation, on the grounds established by paragraph 2 of part 2 of Article 221 of Law No. 57-IHC.

 — Disabled persons (due to work injury or occupational disease, general illness) of liquidated state-owned enterprises, state-owned mining enterprises that have not ceased working in their main type of production activity, liquidated state-owned mining enterprises and state-owned enterprises planned for restructuring and conservation, – in case they used the right to receive solid fuel (coal) for domestic needs before the onset of disability.

— Employees of state-owned mining enterprises in liquidation and state-owned enterprises planned for restructuring and conservation.

— Family members (widows (widowers) and disabled persons) of employees of liquidated enterprises of state ownership, mining enterprises of state ownership that have not ceased working in the main type of production activity, mining enterprises of state ownership in liquidation and enterprises of the state form of ownership planned for restructuring and conservation – in case these persons receive a pension in connection with the loss of a breadwinner.

 — Widows (widowers), disabled members of the families of deceased pensioners, whose pensions were granted in connection with work at state-owned enterprises in liquidation, state-owned mining enterprises that have not ceased working in their main type of production activity, state-owned mining enterprises in liquidation and enterprises state form of ownership, planned for restructuring and conservation, receiving a pension in connection with the loss of a breadwinner – in case such pensioners enjoyed the right to receive solid fuel (coal) for domestic needs during their lifetime.

!!! It should be noted that starting from 2023, the departments of labour and social protection of the population will accept documents from persons entitled to compensation from May 1 to December 10 inclusive. Compensation will be paid from June 1 to December 20 inclusive.

It should be reminded that for persons registered and living in houses with stove heating, as well as with stove heating and a kitchen fire on solid fuel (coal) for cooking, the amount of compensation is 25,000 rubbles.

For persons registered and living in houses where kitchens are equipped with a solid fuel (coal) cooking fire, the amount of compensation payments is 12,500 rubbles.

The general list of documents required to apply for compensation:

– a copy and original of an identity document;

– copy and original TIN;

– a certificate of the composition of the family or persons registered in the residential premises in the form approved by the Ministry of Labor and Social Policy of the DPR;

– a certificate of the presence in the residential area of stove heating and (or) a kitchen fire on coal. (The validity period of such a certificate is no more than 30 days!);

– a certificate stating that the applicants are not provided with coal elsewhere. (The validity period of such a certificate is no more than 15 days!);

– copies and originals of the labour books of the applicant and all persons registered in the residential premises.

An additional list of documents is defined in clause 2.2. Annex to the Decree of the Head of the Donetsk People’s Republic of August 30, 2019 No. 276 “On the provision of compensation payments for the purchase of solid fuel (coal) for domestic needs to certain categories of persons living in the territory of the Donetsk People’s Republic”.
