Statement from Daria Morozova on use of weapons of indiscriminate effects by AFU

On 14 August, armed formations of Ukraine committed another attack posing threat to life and health of civilians. An unmanned aerial vehicle with indiscriminate munitions was launched to residential areas of Petrovsky District, Donetsk, from Ukrainian military positions. Some of the objects located nearby ­– a kindergarten, a school, two electric stations and other objects of civilian infrastructure and housing fund – could have been targets of attack. Fortunately, thanks to the prompt response by DPR defenders the tragedy was avoided.

Nevertheless, this incident should be qualified as a purposeful violation of Article 13 of Protocol II Additional to the Geneva Conventions of 12 August 1949 relating to the protection of victims of non-international armed conflicts, as well as the Convention on the Prohibition or Restriction of the Use of Specific Conventional Weapons, which may be considered to cause excessive damage or have indiscriminate effect, by the Ukrainian side. Moreover, Ukraine has signed and ratified these documents.

I call on international human rights organizations to pay particular attention to this incident of illegal and inhuman actions that undermine peaceful settlement of the conflict in Donbass. I insist that it is necessary to use all available levers of influence on the Ukrainian government in order to suppress such unacceptable and barbaric practices as attacks on civilians by armed groups of Ukraine as a method of warfare.
